Judge Smith cided in this Court yesterday, that parties incurring debt during the late civil -ar. and agreeing to liquidate said debts in Confederate currency, and not having done so, are now required to redeem their obligations in United States currency, or other legal tender. This decision lishes a very important precedent- At the conclusion of this case, the Court journed in consequence of the death of Judge Nooe, to Monday morning at ten o'clock.

"Ctbbstone Christians. Winn the bells chime the advent of church- hour, on Sunday morning, the hearts of many are made glad some through the precept of that Christianity which the promptings of true religion teach, and others through a vulgar love for display of their many colored and many ioned garments to occupy prominent positions on church corners, and gaze and stare at ladies passing to aud from the services: in short, to do anything to giatify their inordinate vanity of to see and be seen." The practice of the latter class, in our city, has becumc a source of annoyance to sensible people; and, to such an extent has it been carried of late, as to excite the indignation of all under whose observati" it has apisared, and to especially deserve the attention of those whose duty it is, if possible, to tify the increasing evil. On any ant Sunday, toward tbeclose of ligious exercises, you will find on Uuj various church corii-rs mostly in the central portion of the city standing, pushing and crowding a motley assemblage of individuals, on the very tip-toe oi expectation, discussing, with energy and eloquence, the ter, drea aud physique of the charmiag and beautiful Annie, Marias or Ponielias, as tire case may be, with an utter gard of all their own social or moral gations. It is astonishing to see the characters these crowds are usually corn- Is of. There are men, long past the meridian of life their heads crowned with hairs of gray, and their steps ing unmistakable signs of infirmity anxiously waiting to take tions" at the departing congregati jn, and dodging hither and thither through the crowd, with a forced agility of some superannuated acrobat There are other ciaas.

The report of HecroUrT of the Treasury, was published lathe Ai-fxav assw days sines, bnt Its formidable proportions, probably terred the mass of our readers, from giving the perusal, so richly repays. It Is a nous abstract of our fiscal condition, and osis, from tn umeof Albert tial latin, there has appeared In the fnJtad States, a aaancial statement, so replete with wise suggestion.

Ws believe, we cannot minister more acceptably to our readers generally, than by employing some of the capital features of this paswr, as themes, add offering in future artleles, such oonvmenU- rles on them, as shall Indicate the drift of Mr. Mcculloch's policy. Embracing It does, the collective prosperity of the country. ubjeet la one, which challenge an earnest effort at In- lerpretatloa. Although according the main tuition of this Report, a full and hearty endorsement, It yet Inculcates a few point of doctrine, which pear to us.

In conflict with the teachings of a Just political economy. Astronomers Inform us, that there are spots on the sun, and fore It can be no reproach to a merely human Intelligence, that disc Is not entirely free from opaque motes. Borne away hy the rent of a great thought, obviously true in all Its principal relations, Mr. MeCulroch Is leu into a eoliiDills.irv treatu.eu; of certain principles, iu order that they might contribute to the progress of the general Idea. We offer for scrutiny in lb present article, in esample of this apparent coercion.

In the outset of his argument, advocating contraction of currency be asys It Is a wll established fact, which has not escaiieu the attention of all Intelligent ers, thai Ilia demand for money increases reason of an advanaeof prices with the supply and that this demand Is not unfrequenlly most pressing when the volume of currency mwm Is 111 si. and Inflation has reached the nating point. Money being an unprofitable article to hold, very little is withheld from active oe, ana In proportion to Its increase prices advance; tne other hand, a reduction of It reduces prices, and as prices are reduced the demand for It falls off; so that, paradoxical as 11 may seem, a dlminntion of the currency may In fact Increase the supply of It. This argument proceeds on the assumption, that then is In money, no necessary pondency, In demand, and supply. It utterly Ignores tlie operation of that curtailment of supply, from which, and from which alone, the reduction of demand must ultimately arise.

If is trulTthst the decline In demand, flows iiisie- dtatety, from a declension of value. In articles of merchandise; but It ts equally true, that tbe latter flows Just as Immediately, from a tion of supply In money. The demand is tailed, Mr. MeCulloch stales, because prices cline; but the capacity for supply, Is at the same time diminished, because its prsvtous ume has been reduced. And by so much.

It would seem, and no more, as this volume duced. Is the demand for money impaired. A reduc.si circulation depresses prices, and de- impair i.ntud. me, is the ical complement of the other, and hence. In the immediate consequences, which accrue from contraction, there appears to be no good reason, why the bulk of supply, should not accurately measure the sumotdemand.

In tbe ascending scale, Mr. Mcculloch this to obtain. for he acknowledges, that a the circulation pands, demand enlarges; and culminates only, when currency has attained Its highest degree of diffusion. If demand thus keeps such fect steps with supply, in the career of sion, what Is tne element, which ui-siurua ilb relation, when the reign of contraction begins Is there in Finance, a latent principle of sion, which arises In a spirit of antithesis, to Illustrate the march of reduction nless there should be, we cannot perceive, why the principles wblch actuate its onward, should not equally prescribe Its retrograde movement. Mr.

Mcculloch claims however, that such an inversion of principle may arise, and that a duction of supply, may actually increase the supply. Let us state the matter more concretely, and lios- it looks. Let us suppose the currency of a country, to be rmndred million and for the sake of argumeut, that It Is suddenly reduced to fifty million. If left undisturbed, to obey the usuallaws of political economy, ths result iuld be, that prices would fall to half their vious dimensions, and currency would rise to double Its former value. The demand for money, syinpathixing with the fall In prices, and forming to the argument of the Secretary, would decline to half its original volume.

But simultaneously with all this, we discover that supply nas been shorn of half Its capacity to relieve. Tht reduced demand, In other words, can seek for satisfaction, only at a duced source of supply. A demand, subdued to half Its wants, confronted by a supply, stripped of half Its ability to give, does not pear more favorably related, than when each exhibited, its must Imposing magnitude. A further example, perhaps, will more clearly illustrate this point. A credit system prevails, more or less generally, throughout the United states Suppose, that in accordance with this system, the country, aud other retail merchauU purchase goods at the present tariff of prices and agree to pay for them, lu four months' time.

They lu the meantime, dispose of them to their customers, on similar terms. Let us suppose, farther, that before the payments are due, one- half of the circulation ts retired. Bearing in mind, that this hypothesis would represent, not unjustly, the general aspect of trade, under such a state of things, what Influence upon the money market, would probably result from It The merchants, when the day of payment rived, could only present as assets, the what ever portion of goods they had on hand, at half ihelr cost value, and the obligations of thelr iebtors, for goods already sold. A demand for money would Instantly arise, upon the part of the merchants, to pay their creditors, and upon the part of their debtors, to pay them. Does Ibis look, as though a fatl of prices, would cessarily Impair the demand for money? And where could this demand appeal for relief Only of course, to the currency In circulation, which we have Just seen, is Impoverished of half lu capacity to supply.

It Is difficult to agine then, how a contraction, may, under the workings of the ordinary laws of finance, large the supply of money. It Is not designed by anything which has been here preferred, to Impeach tbe wisdom of Mr. Mcculloch's general policy but simply to cate, that however admirable lu the main. It Is yet not a panacea for all the evils, which may be contingent to Its application. Eachantre.

New York Time continues to be scarce, and save In the way of mutual accommodation tween bankers, and eveu that on a moderate jxsls. it lsdifficult to obtain. In the face of this threatening situation, the previous quotations maintain themselves with admirable hardi- hood. In the transactions reported to us, the buying rate is still quoted st per cent, count and the selling, at per cent, premium. Thetone of New Orleans Time, is about the same as yesterday, offers are liberal enough, but the demand continues to be dull, aud com placent.

'inly trifling operations have arisen. In consequence, at tbe previous discount of per cent. Time Bills. Th holders if New York Time would ssemto affronted, at the repulsive greeting they have met for some time past. Very little is now of- 4rlng In the market, and even that, Is not cheerfully received.

The rates however, age to preserve their former figures. We fore quote Five-day bills at off. Ten-days at Fifteen-days at 1 percent and Thirty-days at I1, per off. The improved temper which wss.ibsarved yesterday lu New Orleans rime, has lost nothing of its sanguine quality. It has nt sufficiently ripened however, as to form the basis of an appreciated tariff.

tions are reported to us to-day, at advanced amounts, but not above tbe rates of yesterday. We therefore renew its Five-day bills at 1 per off. Ten-days at Fifteen-days at and Thirty-day bills at per off. COMMERCIAL. We are authorized to announce to-day, lor the first time In a considerable while, that the demand i.r money Is mild, composed, aud even indolent.

The fluency of Its enrrent Is what stagnated perhaps, by the cold weather, which is now imparting a cfystallzed aspect to all nature. The discount movemeut Is quently dull, at former quotations Prime Five-days paper continues at off.Ten-daysat Flftcen-days at 14 and Thirty-days paper at I per cent. off. City Scrip. Memphis is la a situation to congratulate Itself to-day, upon the purchase of one small lot of City Scrip, at s5, and the salp oi an equally small lot, at 90.

Ntoeka. Mr Mcculloch Is respectfully advised, that a modest operation In Seven-thirties took place to-day, at 116 cent, with accrued Interest. No appreciable Increase is ubserved, in the activity which tlokt exhibited on yesurday, although It ahows some Improvement lu rates. Intelligence from New York, reports It vanced to wbish has reacted rSsorably upon the quotations here. therefore place its buying rate at 5, and lu selling, at 47.
