Mr. Frankland said, while he was not afraid, and supposed no member of the board was afraid, to have the conduct of tne superintendent, teaciiers anu scnooi board in the management of me schools, he did not believe in hunUng up and trying to rectify the reports and gossips circulated uy persons averse to tne in terest of the public schools. Mr. Mitchell said while he thought the board should pay no attenUon to anonymous scribblers wno niu mem selves behind fictitious signatures, yet he saw no impropriety in me board nav- ing a committee or uisinceresieu genue men appointed to investigate the mat' ter. Pearce gave his reasons for sup porUner the resolution. Mr. Vernon asked if there was no way to nave these charges broagnt into tne board, If such were entertained by any citizen. President Kortrecht said the resolu tion contained no such provision. Mr.

Vernon said he did not see that there was anything to invesUgate, as no substantial cnarge nau been maae. Every person had a right to express an opinion before the management of the schools. The aeUon of the board was a matter cf record and that of the teach ers open to public InspecUon. Mr. Trezevant said, while he had no Idea that any member of the board had ever Alone anyming inconsistent wim his duty as an officer or a citizen, still he recognized the public clamor, and he thought the genUemen whose motives had been impugned, should be set at right.

He believed in the old saying, Juatitia Hot. rual coelum. General Smith aid he approved of the seventh section of tbe resolution relative to the propriety of doing away with principals and reducing the expenses ot the schools. But he opposed the other sections of the resolutions, "inviUng charges." and arraigning the superin tendent because he had a nasal twang in his pronunciation, xr mere was any charge as to incompetency, he would favor the adoption of the resolu tion. Mr.

Trezevant said that the article of which he spoke did doubt the supenn tendent's competency. General Smith then withdrew his ob- jecUon in order to be in accord with Uie rest or tne members. The board then adopted the foUowing resolution of Air. Trezevant: Whereas. It has been asserted In the public prints of the city-, and thereby nrovokinf mucn uiseussion ana inquiry as to the management of the Memphis cityschool: and whereas, this board re cognizes the right of the citizens and tax-pavers to comment upon the said management, and to be informed as to the same; therefore belt lietolvrd.

That a committee of three or this board be appointed, wnicn mree are directed to appoint five intelligent citizens of Memphis to unite with them to inquire into the general management of the schools, and particularly as to the following points, First The management and conduct of the colored schools. Second Whether or not it is expedl ent to reduce the number of principals, and the number that cau be dispensed with. Third Whether or not each school contains the number of pupils required under me regulations, ami iinot, to me propriety anu pracuuiiity or consolidating such reduced schools and thus re duce the number of teachers in the em ploy of this board. Fourth As to the expediency of re ducing the extent and course of study, and whether or not tne high school can be dispensed with. Fifth As to the various asserted charges made against the superintend ent Sixth To ascertain Uie costs of main taining the schools.

Seventh That charges against any principal, teacher or superintendent are hereby invited. Eighth That this commistee are re quested to make these investigations, and report to a special meeting ot this board pr day evening next. The chair appointed Messrs. Treze vant, Hosa Townsend and A. E.

Frank' land the committee. The board voted to have the pave' ments of the Linden-street school re' paired. The committee recommended the award of a teacher's certificate to Mrs. Crockett in the female high-school. The nomination was confirmed, and, on mo Uon of Mr.

Andrews, the salary of the lady was fixed at eighty dollars per month. Mr. Mitchell moved that a committee of Messrs. Smith, Frankland and Ram- baut make an estimate of the expenses for next year, and report the same to the board, so that the mayor and board of aldermen can be Informed of the estimate as required by the charter. A charge against one of the.

About one o'clock this morning Officer Manuel found an unknoira man In an unconscious state near the Memphis ealoon on Main street, opposite Court square, and upon inquiry learned that he had swatlowed two vials of laudanum. He was taken to the Adams street statlonbocss, and upon examination of his person, was found a letter addressed to Br. A. K. Taylor of this city, dated the eighth of December.

The letter mentions the fact of the unfortunate man, whose name Is C. D. Wallace, being appointed conductor on a railroad sloping- car by H. B. Latrobe, superintendent of me Pullman paiace-carcompany.

rom the contents of the letter, it seems that Wallace was suspected of having used the company's money In order to purchase the necessaries of life, but had been reinstated, but had not yet taken his position in the service of the company. In his letter he mentions the kindness of Br. Taylor and Hon. Jefferson DavIs, and Bays, "My heart my proud heart is breaking," and that the gen-Ueman to whom he writes knows that not a cent of the company's money could stick to his pocket. The letter concludes with the following words "Oh, that I could help it! Please act at once.

Life will be too short to thank vou. Hon. J. for life aid at this supreme hour. Have mercy.
