Robinsou stated that the assessment of prrsoi.al property having been made after that on real estate, and s1eof.ftrr prs-nt troubles had aff-ctrd the value of property, it would be just to limit the proposed reduction to real estate alone. Tosvnsend said trnt some pirti.in of the city real estate, lying in a portion of the Seventh, and the whole of the ghth ward, had ben valued after the rest, and at the present rates, ther-fore, that property should be excepte from the 15 per cent, reduction. Aid. Valliri-tine stated that his property, which lies in the glgijtD w-ard, was asjes9fd exactly at the same amollnt ist yeir, be therefore contended thai h. rdnrtion should be universal. The Fire Premick Aid. Farmer, from the ordinance committee, reported an ordinance, which Lad previously passed a first reading, Laving for i's olject a repeal of that portion of the city ordinatces which directs that a premium of 15 shall psid to the hre company that, at any fire, "gets the first water" on tbe fire. It has been contended in the Board that this payment is a premium on incendiarism, making it the interest of companies to get up fires for the chance of securing the premium and also causing quarrels and violence, and undue irjuries to private property, in the efforts of different companies to get at any water to be obtained, whether from private or public cisterns. It was also considered that, as are now compares in the city that are paid for their services, and as the employment of paid companies is likely to increase, the premium is becoming unnecessary. Aid.

Amis, being opposed to the stoppage of the premiums, proposed toat the onlimnce re-p rted by Aid. Farmer should be laid on the table. On a vote, the ard refused to lay it on the table, and tbe $15 premium will be paid no longer. The Dr. Bell Case.

Aid. Townsend.from tbe Police Committee, reported that in the case of the charges against Morgan and Johnson, for an alleged assault upon Dr. Bell, the committee Lad been unable to agree. Aid. Gaitor said that the committee at lar-e bad not ha opportunity to say anything on tbe subject, been told that tbe chairman and the Mayor alone had authority upon the matter.

Aid. Townsend slid the committee Led not been able to agree. Aid Gailor said fi of the committee were present at tbe time, and there could not very well be a tie vo'e. The Miyor said that I.ima'lf and the chairman of Ihe Polic- Committee alone Lad power to susperd. Aid.

Kortrecht cffred a resolution that the Board disapprove of the course of the t-o effiers, and suspend Johnson, as the most pari parly, stttjr days, and Morgan ten days. The Board resolved tirtfer the matter to tbe whole Police Commi tee to report at a future day. The Wharf b-at Wreck. An offer was received from Mr. Iowden to remove the wreck of the wharf -boat, at the foot of Union street, and remove and sink it lower down for Tbe Mayor stated that the Wharf-raaster, Mr.

Wolfe, said it would probably be impossible to remove the wreck this year, as tbe river is rising Alderman Gailor ai.d Alderman Patrick expresseJ their belief that if the contract was closed, and the contractor set to work as soon as the water commences falling, Ibe wreck could soon be removed. Alderman Robinson approved the proposition to take the boat lower down the stream, and sink it for tbe purpose of stopping a caving there. He believed the Mississippi river would run where it pleased, and cave in tbe banks where it liked to, and no sunken boats could stop its capers he approved, however, of removing the wreck. Alderman V. Ilintine thought the cheapest way to remove the wreck would be for tbe Mayor to hire men and set them to work on the job be was in favor of "that thing." Alderman Kortrecht waj in favor of postponing the whole mUter, and of ail members of the Board looking down at tbe river where tbe boat lay and the caving was going on.

The postponement was agreed to. This wreck business requires snore diligerc, and less procrastination. If Council had not again and again postponed the matter, the wood-work of the wreck would have been removed long ago now there is the whole hull filled with mud, every particle of which has to be dug out and removed, If Council could have postponed tbe rising if tbe river while their deliberations went along, there would have been some excuse for delay. The present Council oulJ be warned by the consequences that have followed the procrastinations of their predecessors. We are surprised to hear it stated that the river is not likely to be low enough this fall to permit of removal, it is just in tbe fall that the river is usualiy lowest, sometimes so low that cotton boats could take only half a load, and then they occasionally grounded.

We do not l.kc the idea of a city official taking the job and employiig Nhorers, we cannot fell what the cost would be. Mr. Lowden has proved himself a reliable contractor, and he is the lowest bidder. If he have he j' on condition that it be done this fall, he will of course lake the earliest opportunity of doing the work if his contract will be lost by delay until another year, Council appear at lei g'h to have arrived at the conviction that the wreck mist be removed. Let them now take efficient steps to have the woik done.

Tate CAVALav. At a large and entbusias'ia meeting of tbe patriotie young men of the Fifth ward, held last night at the engine bouse of No. 5 fire cmpany, a cavalry company was partially organized, under the above name. It being deemed advisable, "for the more speedy organization of the company," to elect officers to serve until time as the nquisite number of members can be obtained, Mr H. B.

Hogan was selected for captain, and Alex. Waddell for orderly sergeant. The company will assemble again at tbe same place on Saturday evenirg next, when every member is earnestly requested to be present, together wi as many others as may wish to jMn us. By order of the captain. Allx.

The article is scarce in market and greatly needed by our brave soldiers in the fiels.
