The Atlanta school, which operates standard Radio Station WGST there, protested to the Communi cations Commission that the news paper corporation should not be permitted to sell one of its sta tions to Broadcasting, a new ly formed local group. Atlanta Newspapers owns WSB- TV and WCON-TV as a result of the merger of The Atlanta Journal and The Atlanta Constitution. Since FCC rules forbid single control of two TV outlets In one city, the newspapers are proposing to sell WSB-TV to Broadcasting, and then transfer the WSB-TV call letters to WCON-TV. WGST CONTENTIONS WGST contended the commis sion, in permitting temporary single ownership of the two stations as a result of the newspaper merger, had ordered the consolidated company to surrender the license of one of the stations for cancellation.
