A counle of negroes, named Brigam and Crutcher, were arrested yesterday charged with stealing a horse belougiug to Dr.

M'Neal, who lives in Mississippi, about ten miles below the city. As the animal was found in their possession. they agreed to go to Mississippi without a formal reauisition. and they were banded over to the officers of that State, who departed with their prisoners by the four o'clock afternoon train. Yesterday morning half a dozen colored men, employed at the gasworks, and named respectively John Pettis.

Editors Appkal Since the election our reprefcentatives have been so harassed as to the "coming man" for United States senator that I fear they have had little time to thluk of other and, to the masses, much more important matters. I refer more particularly to some measure for the relief of the people, the great majority of wnom are in debt and unablo to meet their obligations. Especially is this the case with the farmer.

For the past two yeara in Tennesee has farming proved anything but profitable, and to-day the majority of our farmers are In a worse condition than they have been since the war. As to what produced this state of Allaire, aside from short croDS. it is not necessary to inquire the object now is to find some means of reliet for the unfortunate debtor. Sotone man in illty engaged in farming tcTi dav is able to pay hia debts and have suulcient to carry nun inrougn anoiner year. If his property is sold under execution, it will not bring one-fourth of its value, and he is left, perhaps, without a home, and still in debt.

The people of Middle and West Tennessee.so far as can be ascertained, are strongly in favor of a "stay law" for the next two vears. and I must say I have heard no other measure proposed that is calcu lated to give more substantial relief to our people than a law prohibiting the sale of property under extcution for tho next two vears. There is no doubt but that property of all kinds has reached its loweit noint of value, so there can be no possible chance of loss to the creditor, and within two years, by tho rigid economy most of the people will be forced to practice, the debtor will be enabled to meet obligations, and thus sive their property from ruinous sacrifice. Hie best works of genius seem to be only well-expressed thoughts wnicu nave always nau cloudv existence in everybody's brain Since the war, there has been a great deal of brain work, rhetoric, and oratory expended upon the questions: "How shall the nrosperity of the south be pro moted?" "Howshallits desolation be obliterated "How shall its vast re siurces be developed and utilized?" Conventions have been held; speeches without number have been made. There has been much dining and wining much enthusiasm nenerated therefrom and. sorry to say, very little to show In the way of results, alter the eflervesenca and me ueaaacne nave ceaseu. rno comintr immigrants went northwest ardly. The expected capital sunk it self in North Pacific stocks and other bubbles.

Now there are murmurings, disappointment, and discouragement Men gifted with explosive rhetoric, and nrettv certain as to the direction in which they themselves are traveling, are often heard to say: "This country has gone to the devil." Is this really true? Is it worth while to give up and see only a dark and hopless future? Sad, indeed, if it is so, ii a territory with an area of four- ninths of that of all the States, equal to any portion in its fertility and productiveness, vastly superior in its climatic advantages, and containing a population of more than twelve millions. But let us see whether it is correct to conclude that all hope has departed. The pouu lation has subsisted, during this dark period, without much actual want and suffering. Its laborers have actually been better led, better ciotned, more comfortably housed, and have had more of the comforts and enjoyments of life than the laborers of France and Eng. land.

This is something; indeed, it is wondermt, wnen we consider tne condl tion immediately after the war. Some thing more is to be remembered. Th production ot cotton ror the last six years has equalled the aggregate of the six years preceding the war. borne old plantations have gone to ruin, i-iit many new ones nave ueen openeu, anu some worn-out ones are in a hopeful process of restoration. iNew iron-mines nave been opened, and new furnaces and forges built.

Tho manufacture of cotton has been greatly increa-ed, and shown to be much more profitable than in the northern mills. Some minor industries have been developed. North Carolina sends peanuts to market by thousands of bushels annually. Florida is making oranges almost as encap as apples couth-em dried-fruit is beginning to be in great demand, on account of its superior ex cellence. The markets of northern cities are supplied with ast quantities of early vegetables of douthern growth, the eager demand is rapidly increasing tho supply.

Jiere are some evidences or roal nrosneritv. Here is enough to set a real rainbow of hope in the dark clouds of our horizon. Anu now, want to ass the convention-makers, the frothy ora tors, the bombastic rhetoricians, the diners and wineis and giumblers, wheth er they did all thefogood things by their mighty ellorts JXo! Then who, in the name of all that is pompous, Demosthe- nian and Bacchanalian, have done them will tell you. Just those who always do everything which creates wealth ana prosperity, lays the foundation of mighty States, and gives to life all its sustenance, comfort and delight the workers! No patriotic efforts of statesmen, politicians, editors or philosophers have thrown any light upon these worrying questions concerning the southern future. But here are facts, which are always demonstra tions.

Qe: eralize them, and you deduce once i solution of the southern problem. riiU3 it will read: Industry and economy only will rehabilitate the desolated south. Given these, and the desolation of war, bad government and corruption will be powerless to retard the rapid return of prosperity and wealth to this lavoreu region. THE CHAIRMAN OF TUE BOARD. 'Squire Walker moved that the salary of the chairman of the board, for 1875 be fixed at twenty-live hundred dollars. Carried. Squire Brooks moved that Mr.Thomas Holmau, be unanimously elected chairman ior the present year. Carritd by acclamation.

'Squire Holman thanked the members or the board for the renewed expression of their confidence in him as a county officer. COUNTY ATTORNEY. On motion the salary of the county attorney was fixed at two thousand dollars per annum.and the board proceeded to the nomination of candidates for that ofllce. The following legal gentlemen were placed in nomination: W. W.

M'Dowell, E. M. Hearn, R. B. Miller, H.

Clay King and George Gillham. On the second ballot, Colonel W. W. M'Dowell, having received a majority of all the votes cast, was declared duly elected county attorney for 1875. MEMBERS OF THE QUORUM.

Messrs. H. T. Jones and Ira Douglass were then elected members of the quorum court. PHYSICIAN TO THE P00RH0USE.

The salary of the county poorhouse physician was fixed at twelve hundred dollars per annum, and Dr. Duncan was duly elected on the first ballot. SELMA MARION AND MEMPHIS RAILROAD. ThefollowiDg order relative to the Selma railroad was adopted, and the blanks ordered to be filled by the county attorney and chairman ef tne board: Whereas, The Seima, Marion and Memphis railroad company have misappropriated the funds subscribed for the building of said road by Shelby county, under the terms of the contract of subscription made with said company, un der tne order or mis court at ita term, IS, and ratified by a vote of the peopleon the twenty-inn oi jnarcn.ieio; and whereas, said company made a false report of their expenditure of said funds on said road in this county, and have failed to expend the proceeds of certificates heretofore issued by the county in accordance with the terms of said contract, and are largely in arrears therefor, and have violated the conditions of contract in divers others respects, and have long since abandoned all work on said road in this county; therefore, Jtesolved by the county court of Shelby county, That the balance of said subscription, vi: the sum of three hundred thousand dollars, be and the same is hereby declared to be void and of no efftct, as provided in section 2 of said contract. SUPERINTENDENT OF PUBLIC SCHOOLS.

The board then proceeded to the election of a superintendent of public schools. The following gentlemen were put in nomination: John W. B. Weiseger and D. Pearson.

The vote on the first ballot stood: Somervelle. fourteen: Pearson, ten Weiaetrer. one. Mr. Somervelle was delared duly elected.

Little Rock Gazette. Under the constitution of 1S68, were it in force, the legislature would convene morrow, being the first Monday in January. In November the Republicans voted for membets of the legislature under the constitution.

No returns u-prn made of that election, so called. Under the constitution, the secretary of itate is requiretl to furnish a list oi the members elected to each house. It has been rumored for some time that the candidates voted for by the Republicans the third of November would assemble and attempt an organization tomorrow. Just exactly how they will proceed about this we cannot see. No returns were made of the so-called election, and there is no secretary of state to furnish a list of members elected, ir if there was, there are no returns from which to compile the list Besides th want of regularity, any attempt to set up a new legislature would be treason against the present government, and ihould be treated accordingly.

It would be squelched quicker than V. Smith's pretended government. Knowing these facts, we hardly think these men are so foolish as to undertake such a movement. A LITTLE SENSATION. A short time since it was determined by the Radical manacera to have certain so-called members of the legislature, voted for on the third of November, assemble and organize to-morrow. Things have not been going the Radical way lately, however, and those parties who were voted for, seeing the fate of V. V. Smith, have been hesitating about attempting an organization indeed, the hesitation has been so great tbat not one-fourth would agree to enter into the conspiracy. So this scheme to keep up even the semblance of a government under the old constitution, during the past few days has been certain of failure.

Seeing this, the Clayton-M'-Clureites desired to put a little backbone into their followers. The only way to do it, as they conceived was to send them some cood news from Washington. This was managed by Price, of the Republican Yesterday morning he had set up and printed on a slip an "Associated Prtsa dispatch" from Washington, in which it stated that all the members or me Arkansas investigating committee, except Mr. Sayler, have acreed to report in favor of Mr, Brooks and against the present govern ment. This uokus dispatch nce pasted on a piece of paper, and showed around town yesterday to numerous parties.

Many Demoorats were alarmed, and the Republicans correspondingly elated Considerable enthusiasm was manifest ed, and the so-called members of the so called legislature had a little courage instilled into them.
