State Historical Rooms Marble Bust of Alexander Mitthell, Presented. The State Historical Society's collection haa been enriched by tbe addition of a marble bust of AleXasdkr Mitchell, President of the St. Paul' Railway, and the wealthy banker of Milwaukee. It waa presented to the Society by Mr. Mitchell, and came directly from Rome.

It is of the finest Carrara marble, and fresh from the chisel of F. B. Ivr.s, an American sculptor, well known in art circles, and to the admirers of sculpture, in this country and in Europe. We recall the" names of none of his works save "Ariadne:" an ideal bust of that most ua- lufkv dfuifhter of a kins: a statue, of 0 "Flora," and a statue of "Undine," which was exhibited in St. Louis, in 1883, is, we believe, one of his works.

The bust of Mr. Mitchell is mounted on pedestal of clouded marble, with revolving top, which the spectator can turn at will, and thus secure the proper light on the bust The position given the head is digmned, eay and natural, and the features are lifelike. Fcr fidelity of expression, clearly representing the subject, so far as can be done in well as for completeness of conception aud finish and as a fine work of art we think it will receive the praise of the critical and appreciative. We can see that full development of brain of the perceptive faculties the expression of firmness and energy that have made Mr. Mitcell what he ia to-day.

Not alone the outward semblance, but the icdex of the mind, is here revealed to the careful student in the fiuest of the famous Carrara marble, pure in color and delicately transparent. It is a substantial and costly present, which is highly valued by the Society. at.thi niivii Tark. Some of the best horses in the Noithwest are already entered, including Canada, Limerick Boy, Twenty Cents, Prairie Lilly, Mollie Howard, and it is thought that many others of note will compete for the prizes.

Seven hundred dollars ia purses are offered. With such promineat horses as we have mentioned these races cannot help but be very interesting and will call out a large crowd' of people. The admission to the Driving Park ha3 been fixed at 25 cents, carriages free. Ths Soldisrs' Oephans. At the last meeting of the Trustees of the Soldiers Orphans' Home six of the children were selected, in accordance with the provisions of a law passed last wiater, to be "sent to the State Normal School at Whitewater.

The law provides that one from each Congressional district shall be chosen. All the Districts are leprftsented except the 5th, from which there was no representative qualified to enter the school. The names of the children are as follows Watson Hitchcock, Green Alice Frissolf, Jefferson Mary Skinner, Dane Kate Stolker, La Crosse Lottie Robinson, Walworth, and Theresa Place, Dodge Co. The committee appointed to solicit subscriptions to aid In ibe appropriate celebration of the Fourth of July in Midison, reported that after work they had been promised $800, and thought they could realize from fifty to sixty-six per cent, on those promises.

Which report was concurred in aud the following preambles and resolutions reported by tha committee to-wit. Whereas, on the day of June, 1S70, the Mad won and Portage City Kailroad Company submitted to the city of Madison a proposition for chapter 449 of the private and local laws of 1808 to company in building its road which is as follows, to-wit The said company hereby propose that the said city of Madison shall subscribe for, and the said Company shall at the time of the delivery of the agreement hereinafter provided for, issue to the said city of Madison certificates for 380 shares of the capital stock of the said company, amounting at par value to the sum of 38,000 and in payment of such Block, the said company propose to receive from said city an agreement to pay an equal amount, that is to say and one-half there of on the first day of February next after the com- pletion of said road as hereinafter specified, aad rue remaining nan inereu'. uu uiu uisi unjr cu-rurary next thereafter, with interest from the date thereof at the rate oft per cent, per annum; which agreement shall be executed and delivered when the said railroad of said company shall ibe completed, so that the iron sail be laid and the cars of said company shall run over the same from Portage City to the city of Madison. The said company further proposes that in case the said company shall fail to complete the said railroad within the time and as herein specified, the said company shall forfeit all claim to such subscription, and the same shall thereupon be null and void. That the said railroad shall be completed from the Citv of Portage to the City of Madison, on or before the first day of November, A.

And, Whereas, Said chapter 419, laws of 18C8, purports to confer on said city a power to grant aid to said road, which is unlimited, except by thj discretion of the city, and is therefore in plain and direct coutravation of section 8, article 11, of the constitution of Wisconsin, as was determined by the Supreme Court of this State in the case of Foster vs. the City of Kenosha, 13th 616 which decision has within the past week been reaffirmed by said court in the case of Wsc vs. the City of Kenosha, in whic.i it is held, that obligations entered into by a city under such au act are absolutely void ana or no euect.

Common Council of the City of Madison shall J(ave no power hereafter to issue, eeUtor dispose of any city bonds of said city whatever, except such as are specially authorized by the act entitled, an act to authorize the City of Madison to compromise its bonded indebtedness." Approved February 18, 1864. And Whereas, It is evident that such proposed agreement would be utterly void, and entirely fail to accomplish the object intended, ard would be a violation of the faith of the city, pledged to the holders of its compromise bonds, negotiated since March 28, lt68, under the above named provisions of its charter, and inasmuch as the performance of such promised agreement, or the collection of any tax to raise money for that purpose, could be en-Joined by any holder of such compromised bonds, or by any taxpayer of said city, should the electors of the city vote ia favyr of extending such aid and making such agreement, whereby the city will be involved in a lruitless and expensive litigation therefore, be it Resolved bij the Common, Council of the City of Madison, mat it is mexpeeient to entertain or further consider said proposition until further legislation can be had upon the subject embraced by it, and that until it is obtained, no further action be taken tnereon. Jiesolved, That in our opinion this city should and would, if it had the power so to do, under proper restrictions, subscribe and pay for $8,000 of the capital stock of said company in aid of said road, to he paid for when said road is completed Irom Madison to Portage City, so that cars can be run thereon. Aid. Deards moved to lay the resolutions over till the next regular meeting.

I desire to say that there ia a reaper manufactured in Pennsylvania, I think, called and known as the Climax, which has no connection with, and la a different machine from the Climax Reaper of the Madison Manufacturing Co. Whether the machine has been in competition with others at the places named I only known as informed by the. notices published, but I know and state positively that our Climax Reaper has not been at either of the trials haraed--and your readers" will understand that the notice does not in any. way refer to our machine. qi iYours truly, J.
