The Ohio Educational Television Network corn-miss on has signed an agreement with Kittyhawk Television Corp. for purchase of the Kettering UHF station, contingent upon FCC transfer of the license from commercial to public use.

FINAL APPRAISAL of the transmitter, tower and equipment is not in, and as a state agency the commission cannot pay more than the appraised value, but no problem is expected there. The Ohio Board of Regents has allocated $565,000 for Dayton's first noncommercial channel. That channel was expected to be 45, already set aside for Dayton, but when money woes put WKTR off the air Feb. 27 it raised the possibility of acquiring existing equipment instead of building it from scratch. For viewers, this will mean educational programming several months sooner perhaps by September.
