40 Dayton Dally News and Journal Horald Oct. 1 0, 1 987 Dayton investors to buy WD AO from Stoner Group wants plugs pulled from cartoons ASSOCIATED PRESS WASHINGTON A group that monitors children's television has asked the Federal Communications Commission to ban children's cartoons that feature toy-manufacturers' products as central characters. In a petition to the FCC this week, the Massachusetts-based Action for Children's Television said such shows are program-length commercials that violate an FCC policy requiring a separation be-. tween programming and commercial messages. The petition follows a federal appeals'' court decision last week that ruled pro-; grams based on toy-manufacturers': products are commercial matter and re- quire sponsorship identification.

Action for Children's Television estimates that at least 73 product-based children's programs are being broadcast by TV stations across the country. Johnson said. Johnson said he met with the owner of Stoner Broadcasting, Tom Stoner, last January to lay the groundwork for the sale. "He told me then he had never sold a station before, only acquired stations," Johnson said. "But during the course of talks, he said if the community could benefit from this, that he would agree to sell." WDAO has suffered from low ratings since it changed from FM to AM, but Johnson said he sees this as a challenge.

"With new blood, new owners, I am sure there will be new excitement. We plan to pump this up and make it a real winner for for the whole community." At a meeting Friday afternoon, Johnson announced the sale to his staff. "I told them to hold their chins up and to get better numbers," he said. "They are accepting this as the good news that it is." Johnson was honored last year by the Dayton Committee for Recognizing Outstanding Citizens, and in 1984, in a lighter vein, he was selected Dayton's Most Beautiful Male in a YWCA contest. said.

"We are looking for a building which will serve as our headquarters and for our studios," Johnson said. "We just aren't rushing into it. We have the complete cooperation of the Stoner corporation, and we are sharing facilities, Including equipment and the tower, as long as necessary." WDAO will continue to lease the Stoner tower even when moving into separate quarters, he said. Johnson said he does not anticipate any staff or format change for the immediate future at the station. "We will continue to serve the black community," he said.

"But I hope to fine tune our work a bit. I plan to add more news throughout the day, and down the line we hope to add AM stereo to make the quality of our product better." The assigned frequency of 1210 AM is required by the FCC to sign off at sunset each evening to avoid interfering with stations in other cities that have the same assigned frequency. "It is an archaic and outdated ruling and I am appealing this, and will do everything in my power to lobby for longer broadcasting hours," By Dale Huffman StAFF COLUMNIST A group of Dayton investors headed by Jim Johnson have announced their intention of buying-Dayton radio station WD AO-AM (1210) Stoner Broadcasting Co. of Des Moines, IoWa. That station made history in 1964 when Crowl made it the first FM station in America to feature black-oriented music. But the new owners moved WDAO to the AM dial and put adult contemporary music on the much larger FM band with the call letters WWSN.

The move was controversial and criticized by some in the community who wanted the black programming to continue on FM. "Our purchase of WDAO is a big move for the community," Johnson said. "For the first time, the people of the community know that the station is owned and operated by someone right here in town, not someone in another city running the show." He said he would soon announce the names of his partners in the venture. "Some are names you would recognize and some you may not," he said. "But all are outstanding citizens eager to see that we bring quality programming to WDAO." The call letters will remain the same, and for the time being the new station will operate at its current site at 1400 Cincinnati Johnson d' at Brick's restaurant.
