House OKs gas rationing bill (Continued from page 2) a request for standby rationing authority, the House passed the compromise measO ure after only perfunctory debate. The Senate passed the compromise last week by a vote of 77 to 18. Here is how the plan would work: The President is directed to submit a standby rationing plan to Congress as quickly as possible. The plan would go on the shelf if it wins the approval of either the Senate or the House in 30 days. If both houses disapprove the plan, the President can reinstate it with a veto that would require a two-thirds vote of both houses to override.

In the event of a shortage of gasoline, the President can order rationing subject to a veto by either house in 15 days, an action considered extremely unlikely with a shortage that severe. If the shortage is less than it becomes much tougher for the President to order rationing. He would need the approval of both houses to do so. The compromise also authorized Carter to set energy conservation targets for the states and empowered him to impose a federal plan on any state unable to meet the target if there is an shortage of gasoline, diesel fuel or homeheating oil. Escape hatch It offered restaurants and other commercial businesses an escape hatch from Carter's order limiting thermostat settings to 65 degrees in winter and 78 in summer by allowing states to devise alternate plans to save the same amount of energy.

The issue of gasoline rationing was the most divisive one faced by the House in the spring prompting bitter charges that rationing would hurt some parts of the country more than others but most of that bitterness had evaporaed by the time the House voted on the compromise yesterday. Seventy-one Republicans joined 230 Democrats in voting for the plan. Opposed were 82 Republicans and 30 Democrats. OBITUARY Cocoa Beach, Fla. ANTONIO CARDINAL CAGGIANO Buenos Aires (AP) Antonio Cardinal Caggiano, 90, Argentina's Catholic primate from 1959 to 1975, died in a hospital yesterday Caggiano was credited by many Argentines with preserving Catholicism as the state-supported religion during 40 turbulent years under dictator Juan Peron and later the military officers who overthrew Peron in 1955. Caggiano was consecrated archbishop of Rosario in 1935 and elevated to the rank of cardinal by Pope Pius XII in 1946.

YOVAN RADENKOVITCH "Yovan," toured the United States Yovan Radenkovitch, believed to have been the last survivor of the Fauvist movement in painting, died yesterday in a hospital after he fell ill earlier in the day at his home.
