New (Means, from iu proximity to has felt the excitement arising from the agitation of the question of annexation more deeply than any part of the Union. There is bat one sentiment on the subject in that part of the conn try, but there exist great differences of opinion with regard to the actual eon cjitioa of the negotiations now pending. The Jefferaonian maintain that there is no doubt whatever respecting the trinmpbant ratification of the raeasare of annexation by the government and people of Texaa. "We base this says that journal, not on vague surmise not on babbling cor resvoadeats HMtonaineresnsiMcwnofhaman motivesnot on such trifling and unexplained incidents in a great drama, as the rumored movements of Asb bel Smith, or other Texas agents bnt on pontivt proofs, derived from sa authentic and responsible source. The Texan Executive has expressed the opinion that the matter is settled beyond any contingency and our government has been so notifitd, and so understands, if its official organ may be credited.

An application from Texas has been made for the troops of the United States." i Tne Picsynne, it will have been seen, has followed op the whole proceedinijs in Texas with a close and watchful interest, but evidently not without a little anxiety as to the result. He has no faith in the assertion of the Jeflersonian, and the Conner agrees with him in cautioning the people not to place too' much rehence on any of its declarations. That paper condemns the proceedings of President Jones, and has no conBdence in any of the assurances given by him He intimates that the Texas executive, at the very time he assures the people of New Orleans through an ''authentic and responsible source, is capable of asauring the Mexican government that an nexation to the United States snouKt not oe carriea into effect, provided Mexico would recognize the independence of Texas, already guaranteed by Eng land and France. At all events, it is clear that he is dereivinr one of the two parties. He does more than confine himself to the simple ofler of udepetv denea or annexation to the people of Texas.

He as sures each party alternately that he at in their favor. With these things before our eyes, we are, accord ing to the Courier, compelled to believe that the rela tions of Texas with our country, are, at this no nient, ia a most carncAt, cootitioji. The treaty with Mexico has been concluded. The object of that treaty is to prevent annexation nexation which offers no douceur to the placemen in Texas, no means of directly advancing Texas scrip, no operation out of which the men of Texas are to be the immediate gainers. If the United Stateawere treating with men before the fall, and Texas was a Paradise in that sense, as it is said to be in others.

we might anticipate a speedy result favorable to the views of this government. The wishes and intrigues of il government hswever, are of little consequence nnleas sustained and sanctioned by the spontaneous movement of the people. And the people of Texas are not so easily addressed, nor, if reached, so easily bought, nor so indifferent to this question, as to allow their office holders by office holder we mean a Pre indent and Secretary of the State, as well as a Clerk in' the Customs to act for them in opposition to their will, or to prevail upon them to change their views in relation to it. AMERICAN.

"American Republics" is a phrase which we saw in the Washington Union," referring to this country and Mexico, and were sorry to see them. We had hoped that the effort now making to naturalize the words "America," and "American" would meet wilh a response from all American writers. Let us call ourselves Americans, and our own the only American" Republic. MICHIGAN RAIL ROADS. The receipts on the Central Rati Road are some Five Thousand Dollars per month less than they were last year.

The road, however, is 30 miles longer. It is asserted in the Pontine Jacksoman, that the Railroads are every year plunging the State deeper and deeper in debt if all the facts connected with their system of Internal Improvement were known, a vast majority the people would give their voices in fa vor of selling them out. The experiment has been tried in Pennsylvania as well as in Michigan, oi "entrusting the management of a railroad to the State, and in both cases has failed. The reason is very plain. Neither State was able to conduct such an expensive Inxury its revenues were not large enough.

When a State owns a road the rate of travel on that road will be reduced by legislation to the lowest poiut. Legislators wilt not tax themselves on their journeys to and from one end of the State to the other. They travel on public busi ness, and therefore wish to travel at the least expense; paying themselves sometimes double mileage, and reducing tolls for the public good and their own, until the Rail Roads owned by the State cannot do more than pay their current expenses. 5 i COTTON TO Mr. Seabrook, of Edisto Island, writes to the Ed' itor of the Charleston Mercury, that in order to try the experiment of a shipment of Blackseed Cotton to China, he addressed a circulat.to the Agricultural Societies ol South Carolina, and lef ers to Mr.

Calhoun, Mr. Gushing, Mr. Appleton, Mr. Whitney, end oth ers, From the reported difficulty of procuring in China suitable meaus of transportation for bags of Cotton of the size and weight usually exported, and other reasons, nine packages of about 100 lbs. each, designed to be canned on the backs of anim Is, or even men, 1 were prepared.

For three samples ot one Sea Islands, weighing together 290 60 ccdnts were paid for three, 337 a contribution of the St. Helena Agricultural Society, the valuation was SOcenu for the remainder, Santees, 386 the price of 18 cents was given. These packages were forwarded to Boston, on the 10th in the Como, and consigned to William Appleton. These bags were to be put, free of expense, into the bands of different Chinese spinners and manufacturers, with a view to ascertain their adaptation to the wants of their country when fabricated, if the object be attainable, into' muslins, laces, and other costly articles of dress. Mr.

Appleton, of Boston, replied to the letter addressed to him by Mr. Seabrook, that there would be much difficulty in obtaining the kind of information he (Wanted, from the difficulty of communicating with the manufacturers or the people residing out of the seaports. The o.nly goods wanted in China are light goods, such as the English have sheetings thir ty seven inches wide, weighing about tliree and a half yards to the pound. 0 two cargoes of cotton shipped in 1843, the ordinary sold nearly as well aa the higher grade, but now tbey wriU' from Cbiiaa that the manufacturers are willing to pay lor a better article, nnd recommend sending a better qnaltiy. The cotton sent by Mr.

The Tribune of Saturday has an article headed Oregon and the Post," which appears to be intended almost equally for tbe Morning Nrwn and this paper. The school fund of the stale is growing rapidly every year. The constitution of the state lays a broad and perma nent foundation toe the instruction of all classes with the limits of this commonwealth. A large and joint meeting oi the inhabitants and a committee of the Board of Directors of the Rail Road Company was held on Saturday at St.

George's Manor. The best spirit of conciliation prevailed, aad the basis of an arrangement, the leading features of which were to purchase a portion of injured wood, to be delivered along the line, and tbe transportation to market at a very low rate of the balance, embracing other matter advantageous to both parties. The settlement of all differences which have existed between the respective parties, may now be considered as being satisfactorily accomplished. The Coluctorship. Rumor, which we suppose in this case is correct, assigns the post of Collector at this port to Cornelius W.

Lawrence. He is one of the best known and most respectable merchants of the city, a man of integrity and character, qualified in every respect to discharge the duties of the office, and possessing the confidence of the democratic party, to which he has always belonged. In the United States District Court Boston, on Saturday morning, the argument of the District Attorney, for the prosecution, was con cluded, and Judge Sprague commenced his charge to the jury about half past eleven o'clock, and conclud ed shortly alter one, when the jury retired, and at ten minutes past two returned a verdict of guilty, re com mending the prisoner to the mercy of the Court. Fire at the Astor House.

About 3 o'clock yes terday morning fire was discovered in the cellar of the drug store of Rushton Sc corner of Barclay street The inmates of the house were greatly disturbed, and a few of them alarmed; but the fire was easily subdued in a very short time. Exports. Tbe exports from this port from May 1 to June 5th, were in value 93,473,990, of which, $330,293 were in foreign vessels. Of the above amount about $1,500,000 were export' ed to Great Britain and her dependencies. The ex ports to France for May were about $365,000.

Westers Fbek Trade The steamer Frolio. which was chartered by the Union Fur Company, of Ihe city of New York, and despatched, in July last, to their station on the Yellow Stone, returned here yesterday, after an absence of teu months. On account of the extreme low water, she was unable to reach the point of her destination but after pro ceeding about one hundred aud hlty miles above on Cieorqe, on the Missouri, put about and returned to that place, where she was detained seven months, tne river being too low to permit ner to aescena. Captain Dicks informs us that the winter was remarkably mild, and very little rain or snow had fallen The trappers had been tolerably successful in taking beaver, and the hunters in killing buffalo. The Frolic left Fort George on the 9ih with about seven hundred packs of robes and furs, but the river was so low she was obliged to return and ship them on Mackinaw boats.

She left asaiu on the 11th. and whs overtaken bv a rise of three and a ball feet in a day or two after, which enabled her to descend without further difficulty. She brought down about one hundred packs robes, and about sixty trappers and hunters. The river commenced falling again, and on Sunday morning had fallen fouriuches at Westou. Tbe Mackinaw boats will be down in a few days.

St. Louis Rep. May 2S. Arrival of a Steaxboat from New Yore at Daxvillk. On Wednesday morning last our citizens were surprised bv the aniearance ot an iron steam boat on the canal, direct from New York, on an experimental trip to this place, loaded with merchan ise.

Ihe putting and hissing noise ol Hie steam en gine created quite an excitruient among the spectators along the wharf, albeit our people are accustomed to the operations, of steam. The name of the boat is Phremx, and she is commanded by her owner Cap tain Low. She has Erricson's propellers attached to her, and her engine is of twenty horse power. Her wnote appearance is neat ana substantial, being anoni the size of a large tide water canal boat. The captain inlormed us that he started from New York on Tuesday, the 27lh ull was nine days on the way, having been detained at least four days, partly by a break in the tide water canal, and partly by boats be ng jammed in the Pennsylvania canal on account ol lie low water.

He also stated that both canal were filled up to a considerable extent, with sand and erxvel, so that his boat repeatedly stuck fast, ahbouch she scarcely draws three feet of water. The locks he considers wide enough for that purpose. Men who feel perfectly sure thai they are right, are not easily moved.

The declara tion of ihe President created no excitement here, be cause the public mind has been so long made up, and so decidedly in favor of our rights, that the President out gave it utterance. r.very dav events are mam testing that there is probably no question agitated in our country, since the American revolution, upon wdicd. mere was so clear a conviction ol the glaring nature of British assumption. As was emphatically remarked by senator Dickinson, Oregon is deemed as much ours, as the citv and county of New York." This may seem strange to Englishmen; but it is to be rememnered mat tbe Americans are notoriously a reiiuiiig people. hey have for years been accumulating informa tion about their title to the Oregon.
