THE EVENING WEDNESDAY EVENING, APRIL Sec First fare. THE CITY PRISONS. TheevU of confining, in the same apartment, the young ta years and in crime with the old and bar deaed, and of making those, who are? comparatively anaoceat, inmates of the same cell with the guilty, has been so tally exposed and so often dwelt upon, that we wonld naturally hare expected, that in any coon try, claiming to be civilized, arrangements would loag ere this tune have been made to put an end to it It exists, however, among us, and in a degree th pats the boasted humanity of the age to shame. We ask the attention of oar readers to the present men of the Grand Jury of the Court of Oyer and Terminer, and the letter of Mr. Butler and others, which they will had la our commas of to day.

It exposes a state of things which should not be permitted to exist far a day longer prisoners corrupting each other by nnrestrained communication of ficers carousing with the prisoners of no crime, sent to the penitentiary, immured with felons and debauched persons, and let out again fol instructed to pursue a coarse of rice and villainy the yoang confined in the same rooms with the old, and the apprentice in crime with bun who has takes ha highest degrees. The fault lies in the community, which regards these abuses with indifference, or does not interest it self sufficiently in the matter to inquire whether they list and then hasten to provide a remedy. We build expensive aqueducts, we ornament the city with fountains, we erect beautiful public buildings, we provide asylums for the insane and hospitals lor the sick, but we send our fellow creatures eTery day to take the infection of vice in its worst and most dt grading forms. THE PUBLIC SCHOOLS' 1 The schools inhis city, which are in the charge cf the Publij School Society, are now undergoing an examination by the Trustees. Every day an exam of one school is held, and only four, two of them schools for colored children, remain to be vis ited.

We were yesterday present at the examination of .1 i uic lemaic department ot tne school so. 17, in Ihu tsenth street, and observed, with pleasure, the ad mirable order which prevailed, the proficiency and readiness ot the pupils, and the excellent arrangements ot the school generally. There were, we understand, two hundred and seventy eight pupils pre aent the girls, it is said, always attend more punctually than the boys, and this large number are ruled and instructed by ktwo teachers and two There was no appearance of particular vigilance on the part of the teachers, and yet tbe most perfect order, quiet and attention to the proper business of the school prevailed in every part. This school is remarkable for being governed altogether without corporal punishment It is now a year and three months since it wasoened under the charge of the intelligent young lady who is its pnncipal instructor, and in all that time there has been no occasion to inflict stripes in any form. The pupils were gathered from" other schools in the neighborhood, and among them were some who had the character of being particularly refractory and unmanaguble, and who, it was said, were not to be kept in order without daily corporal chastisement.

They have all been brought to submit cheerfully to the order of the school and one of them, who was most remarkable for intractableness, is now one of the most docile among the pupils. It was remarked to vs by one of the Trustees, that it is always much easierto obtain good temale than male teachers, which is contrary, we to the usual opinion. Many of the teachers are themselves educated In the public schools and have continued in them from childhood. The pupils were examined by the trustees in the vari ous branches of English education, geography, grammar, arithmetic, dec, and answered generally with readiness and correctness. Samples of ornamental and other kinds of needle work and embroidery exe cuted by the pupils in moments when not occupied with their studies.

They are very neat and some of them beautiful. The furniture of the apartment in which the school is kept, is simple and commodious, but what struck ns most was the perfection of its ventilation: the air, though the room was crowded with visiters, was as pure as that without the building. The annual eipense of instructing a scholar in Jhese Schools, we learn, is $4 including the scho lare ot the primary department. This is certainly bringing the cost within a very economical limit. The Public School Society has the advantage of the experiment of many years, conducted by men who ative their services gratuitously, and have no other in terest in the success of the schools except the desire of conferring a benefit on the community, and the laudable ambition of seeing their own institution useful and prosperous.

This ambition has. per haps, been somewhat stimulated by what has happen ed within the last two or three years. In the comparative statement which we. gave yes terday, of the expenses of the city for the last three years a typographical error occured. The expendi ture for lamps and gas in 1312 was put down at 215 thousand dollars.

It should have been 115. The Journal of Commerce seems to wish to say that the increase in salaries for the year ISC. to the year 1341, which in the table we published, amounts to 30, is too great to be probable. We cannot say how this is; it is the Comptroller appointed by the Nativists, who makes the statement of the amount of salaries for the last year. If there be any mis statement in the matter, let the Journal call Mr.

Williamson to the bar, and make him account for it. But we perceive on examination that the Comptroller has put the expenses of the Courts under the bead ol salaries, which has swelled tbe amount considerably. The Journal in its simplicity seems to have overlooked this. We confess that we are ourselves surprised at the Tnralt. We knew that the present Common Council had not managed prudently ftnd frugally, but we had r.o idea that the year 13U. had cost nearly a thousand dollars a day more than the previous year. A National Nams. The Historical Society, at its meeting last evening, was occupied with the question of giving to the United States a national name.

Attached to the presentment is a copy of the letter addressed to Judge Edmonds by a committee composed of some of our most valued and respected citizens, in which they give the results of an examination made by them of the prisons oa Blackwell's Island. These documents should be attentively read and carefully con sidered. Too much praise cannot be awarded to Judge Edmonds, who has been unwearied in his efforts to reform these dens of pollution. Another evil which came to their knowledge, and which in their estimation, is of (treat moment, is, in the allowing any person, other than the keepers, or those provided for by law and responsible to the au hontes. to have free access to the prisoners. Another evil appears to arise from the number of counsellors, in constant waiting about the prison. I he Grand Inquest believe that justice to the public, as well as to the prisoner, requires that a separate room be provided, where a prisoner may have the opportunity, at his own request, of consulting with his counsel undisturbed. The Grand Jurv examined into the case of the of ficer, designated in the charge of the Judge, as hav ing spent some time in one ot the cells, carousing with the prisoners and, unmeasured terms, the rand inquest present the fact as an enormous offence igainst law and order and thev teel oblitred to pass censure on all magistrates who have the power, who tiave not caused tbe dismissal of the said officer. The grand inquest also examined into the case of he lost boy. referred to by the Judze.

and thev find the fact to be, that on the 5th instant a colored boy, Charles Johnson, 12 years of age, was brought in by the watch and he stated that on his wav from Rochester with his parents, he had been separated irom them bv the sudden startin? of the train, that bearing his father had come to New York, he came to this city, and wandered through the streets, not knowing where to eo. The iuatice committed him (o the prison yard, not as a prisoner, although at night ie was locked into a cell with prisoners. The circumstances were published with the hope of meeting his father's notice. After twelve days detention, the boy remaining uncalled for, the magistrate found him mpioymeni wun a respectable colored man in ireenwich street. The motives of the magistrate in committing and detaining the boy, were purely phi tamaropic.

a in examining the female department ot tbe city prison, the Grand Inauest were eralified to observe the great improvement that has taken place, since the ippointment of matrons. The inmates have been ottrtiallv classified, and a small library provided. The prison is visited by benevolent ladies, whose uivice and instruction have increased the salutary effects of the new organization. Twenty seven of the female prisoners have had respectable places provided for them, about half of whom continue therein, ind remain exemplary in their conduct. In this department further accommodation should be provided, in order that the prisoners may sleep in separate a partmenta.

The prison in Eldridge street has also been inspected and found in a cleanly state, and with but few inmates. The Grand Jury visited Blackwell's Island on the 27th instant, to make an investigation of the state of departments and they feel compelled to deelare that evils there exist, affecting both the character ol ur city, and the moral and physical well being of in confinement. The Grand Inquest also visited the Lunntic Asylum.

There are 3t5 persons confined viz: 170 males and Wo females, of whom 130 are Americana ami 235 lureigners. lhe physician is of opinion that there is not sutlicient room for the inmates. The building designed as the Mad House," is ill adapted for the purpose to which it is devoted. The intelligent deputy Superintendent assured the undersigned, that it was his deliberate conviction that many of the inmates who had entered the Penitentiary comparatively pure, had gone out corrupted, and became prostitutes and thieves afterwards. The undersigned next directed their attention to the accommodations of the Prisons, convinced that upon the nature of these accommodations the proper government of the prison must in a great degree depend. Their inadequacy is sufficiently apparent from the fact, that there are only 496 cells to accommodate 1146 prisoners; that these cells are only about 4 feet bv 8 in size, with au average height nf hu.
