He and Major General Frank Parker, now commanding the First division, are the only general officers still an active duty who commanded fighting divisions in the World war. Since the war, in addition to duty as chief of staff and in the Philippines MacArthur has commanded the military academy at West Point, the Fourth corps area at Atlanta, and the Third corps area at Baltimore. As chief of staff he is credited with having reorganized the American army from its peacetime low; planned the fomvSrmy system and general headquarters air force; instituted the ambitious program for motorization and mechanization of the army; and doubled its fighting strength by increasing its size one-third. MacArthur's four year term expired last November, but he was retained as chief of staff by President Roosevelt.
