February fol- 5 i lowers of "pork barrel" measures appar- 5 1 ently have not given up the hope of put-5 ting through some sort of a public build ings bin at tms session or the congress. At the meeting' of the public building and grounds committee last night, a Subcommittee composed largely of southern Democrats brought in a resolution declaring the policy of the committee in respect to a public buildings bill. This resolution" was so worded that It might 9 mean almost anything, according to those 3 who are seeking to keep a "pork barrel" bill out of this congress, and accordingly, 3 the adoption of resolution was bit-S terly fought by several members of the 5 committee, but to no avail.

One of the members of the committee 5 who fought the adoption of the. resolution i-was Representative Henry A. Barnhart. of Indiana. Mr.

Barnhart later told the Democratic leaders. Representatives 2 Kitchen and Rainy, and Speaker Clark, of the action of the committee. They as-2 a sured him that his stand would be sup- ported. 5 1 "If It becomes necessary to stop this 5 1 Public buildings bill," Speaker Clark is 2 said to have declared, "we will call a 2 Democratic caucus and put It up to these fellows to do the right thing." 2 In the meantime, the ways and means 2 committee, confident that Its revenue 2 problem will not be made more difficult by the passage of a "pork barrel" bill, is 2 1 about to get to work on revenue prob-5 lema. According to Lincoln Dixon, of Indiana, the sugar question probably will be the first considered.

Duty-Probably Will Remain. Mr. Dixon said it was his opinion that the duty on sugar would be retained at Its present rate. Although there seems to be some sentiment in favor of increaa- 2 lng the duty on sugar, it does noT'seem 2 probable that this will be done, accord-5 to Mr. "With tha plans that 2 wo have at present," said Mr.

Dixon. "I 2 1 think it will be possible to keep away 2 from any sort of tax on gasoline, auto-2 1 mobiles, bank checks, and other things 2 1 which, nave been talked Of as revenue 5 producers. I also think It will bo possible 2 for us to -repeal all stamp taxes which 2 are now In force. Stamp taxes are un- popular, at the best, and If things work out at all as we hope, we will bo able to 2, make the income tax provide for ln-2 creased expenditures for the national de-2 1 ense, and for the revenue which formerly 2 1 was provided by the war stamp taxes." President Wilson today began efforts to speed up the congress on the national defense plans. He conferred with Representatives Hay. Dent and McJCellar, of the house military committee, in an effort to bring about an agreement on an army bill. In accordance with his policy of working for preparedness along nonpartisan lines, the President has asked Representatives Kahn, Anthony and McKenzie. ranking Republicans of the committee, to discuss the same question with him tomorrow.

Later he expects to see both Republican and Democratic members of the senate military committee. Those who saw the President today agreed that work on the army bill should be hurried along. Would Aid National Guard The continental army was the principal subject taken up 'at today's conference. Chairman Hay favors federal aid to the national guard: The President decided to call in leaders i a of his belief, gained during his middle western speaking trip, that the people are in favor- of adequate" national defense, and that the congress should take action as quickly aa possible. Secretary Daniels, before the senate lands committee, today, opposed any law to permit oil operators to remain on the naval oil reserve lands in California, He said that If the Walsh bill for leasing of oil lands passed, the navy would be forced to buy oil from private firms at prevailing high prices within twenty years. He recommended holding those who had developed the lands their strict legal rights. Protection of the navy's oil supply, he said, would Insure the United States the greatest possible advantage over enemies. Senator Phelan said he bad expert advices that available oil supply would last only twenty-five years, and suggested that the navy ought not to continue building oil burners, and declared the equity of those who had Invested money and labor should be considered rather than their legal rights. Secretary Daniels retorted that most of the California oil lands were in the hands of large corporations, rather, than the individual entrymen.
