Indeed, the one measure is as drastie as the other is feeble, and the two together show clearly the incompetence of the present Ministry for dealing with the Irish problem.

But it is impossible to avoid the conclusion that this Bill is intended to be no more than a mere put-off a makeshift measure, only designed as a nominal fulfilment of the Government's promise that remedial legislation should accompany coercion.
