The agreement is almoa general, however, among those who have seriously attended to the subject that we are an over-dressed nation having jio regard for hygienic principles, no taste for beauty, and no limit to extravagance. Whilst the whole of tbese three charges can be proved to the hilt against a preponderating number of Englishwomen only one accusation can, with justice, be made against the masculine element, which is deliberately given over to a perpetuation of the ugliest costume that the mental obliquity of mortal man ever created. How can the lords of creation conscientiously parry the satiric thrusts made at them by the strongly -formed free lances of the Woman's Rights Association so long a.s they are content to move about like a combination of animated stove-pipes? A paragon of animals in a tall hat and a stand-up collar is surely not Shakespeare's portrait of a man noble in reason, infinite in faculty, express and admirable in form, angelic in action the beauty of the world. Neither the hat nor the collar is likely. of course, to interfere with the biped's nobility of reason or richness of faculty bat the sombre sameness of his garments, as a whole, does not add much to "the beauty of the world." Such must be the opinion, at least, of a German tailor who plays a subsidiary part in a work of modern fiction.
