The result of the blunders committed in allowing the Burmese soldiers at Ava and Mandalay to leave en masse with their swords, in delaying the despatch of troops to the out districts after the capture of Mandalay, and in the mistaken policy of continuing the Tynedah in office are now felt. Serious disorder prevails in every locality not occupied by our troops. Numerous bands of dacoits ravage the country, destroying property and plundering even the Buddhist monasteries. Bernard's assumption of the civil government his policy has been judicious, and his measures have done much to restore public confidence. The removal of the Tynedah and the recall of Kinwoon Mengyee from Rangoon have caused the liveliest satisfaction alike to Europeans and Burmese. Trade was greatly disorganized by the refusal of the puolic departments to receive Burmese peacock rupees. Merchants then adopted the same course, and Upper Bur mah was left almost without any circulating medium. M.

Bernard, on his arrival, ordered peacock rupees to be received by the public departments at the full value. The actual loss to the State will be trifling, and will be repaid ten-fold by the restoration of public confidence aud increase of trade. December 31st. A severe gale and heavy snowstorm prevailed at Hexham this morning. A terrible gale prevailed at Sunderland during last night, and much property has been damaged. About warrants there is nothing particular to be said, except that the quantity of iron going into store is increasing very considerably, over 5,000 tons having been sent into Oonnal's during the last week. No change in the finished iron trade, save that the works are running a little better this week. But in the steel trade prospects are bright and healthy, and good orders are iu hand at all the works, especially where ship plates are made. SOCIALISM IRELAND.
