The Dow Jones industrial avcrage was up more than a pointing near opening and advances led declines more than 4 to 1 on the New York Stock Exchange. In the news, the Arab oil producers eased their cutbacks to some nations, including most of Europe and Japan. Although the embargo against the U.S. continues, analysts said the move may raise hopes that Arab oil policy toward the U.S.

also will ease soon. Monday, the stock market retreated after news of higher A Ax and signs of a slowing economy darkened the outlook for 1974, brokers said. The Dow, down more than nine points during the session, recovered partially in late tradand closed down 3.92 at 814.81. Declines moderately led advances Monday in light preholiday trading on the NYSE. Brokers pinned the decline on the Arab move more' than doubling the price of oil and recent reports from the Commerce Department which showed durable goods orders had slowed but consumer prices continued to soar last month.
