Slaps at Teachers' Ed By BERT SHANAS Chancellor Robert Kibbee declared yesterday that the 20- campus Gity University system must play a major role in the life of New York, using its resources to help find solutions to the city's ills. Speaking at eighth commencement of the university's graduate school, Kibbee especially emphasized the need for the university to improve its teacher education program, admitting that it had to share the blame for poor teacher training. Noting that more than half of the city's public school teachers were trained on City Univer- sity campuses, Kibbee said: "We are hardly blameless and we must be ready to correct our own weakness." He urged that teachers be trained in the schools and the communities in which they serve, and that they be evaluated on the basis of classroom performance. 145 Receive Degrees Kibbee's remarks were part of his formal inaugural address.

Although he has been chancellor since the beginning of the academic year, the university made his official inauguration part of the graduation activities. LOHR Milwaukee, June 1 (AP) -Edward M. Lohr, 69, who was the last of the Morse operators employed by Western Union when he retired in 1969, died at his home yesterday after a heart attack. J. HAROLD KOLSETH Services for J. Harold Kolseth, a management consultant who was a member of the War Production Board in 1942-43, will be held at 10 a.m. today at the First Presbyterian Church in Greenwich, Conn. Kolseth, who lived in Greenwich, died Wednesday.

Kolseth had also been director of operations for the Small War Plants Corp. and later was a consultant to the U.S. State Department. ROBERT SIMPSON A private funeral service will be held for Robert Simpson, 76, newspaperman and magazine contributor who had been a copy editor for the New York Times from 1929 to 1959. Simpson died yesterday of a heart ailment in New York Hospital.

Hyman G. Rickover, 69, the wife of Vice Adm. Rickover, died May 25 and was buried last Friday, it was reported today. Mrs. Rickover died at her home here, and burial was in Arlington National Cemetery, the Defense Department said.

Mrs. Rickover was the author of two books on international law published under her maiden name of Ruth D. Masters. One book, "International Law in National Courts," was published by Columbia University in 1932, the year of her marriage to Rickover, then a Navy lieutenant. The second, "Handbook of International Organizations in the Americas," was published by the Carnegie Endowment in 1945.

Mrs. Rickover was a native of Washington. She and her husband, a pioneer in the development of the atomic submarine, had one son, Robert Masters Rickover, 31, an economist with the Federal Reserve Bank of New York City.
