MARIE, FEB. 8, 1973 Greuit Court Panel Named To Study Rapist Brain Surgery Plan DETROIT three- judge Wayne County Circuit Court panel has been named to decide whether experimental rehabilitative brain surgery will be allowed on a confessed killer-rapist in a case that has been likened to the plot of tha fflm and movie "Clockwork Orange." Doctors at the Lay- fayetle Clinic sar the unnamed patient, who has been confined in Ionia State Hospital for 18 years, has consented to the surgery to raaove portions of his brain which may be producing tmomtrollable aggressive and sexual impulses. A lawsuit filed on behalf of the patient and 23 other mental patients who have not been selected for the experiment, contends their consent to the operation might not be truly voluntary If the alternative is continued confinement in Ionia State Hospital "This is a very complex case," said Wayne County Circuit Court Judge Horace Gilmore in explaining the need for the three judge panel. "We are In totally virgin territory as far as I know.

I want some help on this." Judges George Bowles and John D. O'Hair were named to join Gilmore on the case. The suit was brought by attorney Gabe Kaimowitz, who claims the patient is being held illegally under a state law which has been repealed. Kaimowitz says he wants the patient released from the hospital if he cannot get proper treatment. Named as defendants in the suit are the Michigan Department of Mental Health and its director, Dr.

(AP) Higher ingredient standards for hotdogs don't necessarily mean higher cost, said the director of the Michigan Department of Agriculture.

B. Dale Ball said Wednesday that reports that the cost is higher for hotdogs and other ground meats that meet the Michigan standards "can only alarm and mislead consumers." Ball, Gov. William Millifcen and Atty. Gen. Frank Kelley are battling to keep Michigan ingredient standards for such "comminuted -meats" as hot- dcgs, bologna and meat loaf.

Weaker federal standards allow such things as snouts, eyes, ears, lips and bladders in comminuted meats. The Michigan Congressional delegation is pushing for an amendment to the federal Wholesome Meat Act would give states the right to set stricter ingredient stand- ards than those established by federal regulation, Ball said. "Claims that Michigan's stricter standards mean higher prices are about as difficult to swallow as hotdogs containing byproducts made to federal standards," he said. He said a survey conducted in Michigan's neighboring states showed that products meeting federal requirements "were being sold for about the same price as Michigan products." Ball noted that an "unsatisfactory" proposal by the U.S. Department of Agriculture allow different sets of standards as long as ingredients are identified on the labels.

Public comments on the TJSDA proposal and Michigan's proposal must be sent in duplicate to the USDA in Washington no later than Feb. 21, Ball said.
