The center will house the U.S. Department of Agriculture's working collection of grain seeds, known as germplasm. With more than 150,000 varieties of wheat, barley, oats, rye, triticale and other grain seeds, it's the nation's largest collection.

The repository serves as a clearinghouse and research infor mation center for farmers and agricultural researchers. New seed strains from the collection are provided free of charge to qualified users, who in turn supply data on traits and characteristics of different strains. Sen. James McClure, R-Idaho, said the decision to locate the repository in Aberdeen, a town of 1,500, was the result of a "team effort" of Idaho agriculture, uni- $2.1 million National Small Grains Collection repository has t- been dedicated in this southeast-; ern Idaho farming community to replace an aging facility in Beltsville, Md. "If Aberdeen was not on the map before, it's on the interna-Ltional map today," Mayor Mau-; rine Driscol said Tuesday at a dedication ceremony attended by versity and government officials.

The Idaho Wheat Commission pledged $25,000 for construction of the Aberdeen facility, and the University of Idaho offered to construct the repository and lease it back to the Department of Agriculture's Agricultural Research Service. The move to Idaho had the backing of the Nebraska Wheat Board and the wheat commissions of Washington, Oregon, Kansas and Oklahoma. It also was supported by the National Association of Wheat Growers. James McClure. McClure met for two hours Monday with farmers and ranchers at a Rexburg park. He said his prediction may even be optimistic.

"I wish I could give you another report," he said. He said the various agencies involved in drought relief must first set up the mechanism for the $3.9 billion program. Unlike federal assistance programs already in place, whicch require counties to qualify for assistance based on average losses, the new drought relief program will ad Teachers: Kelli Turner Donna Mauldin 11 :30 A.M. "It is more and more obvious that reserved land is always impacted by what surrounds it. It is admirable that the Sawtooth National Forest is taking a leading role in trying to determine something," said Rick Johnson of the Sierra Club's regional office in Seattle. Johnson doubts the Forest Service will be able to do anything once it gets its data. Still, collecting the information is useful, he said. The Forest Service can't say what the next step is until it receives the data, the Forest Service's Phillips said.

The Forest Service relied on 20 to 25 volunteers to help. They were trained in safety and sampling methods before their wilderness trek on foot and horseback. The Forest Service generally allows access to wilderness areas only by foot. It took some of the volunteers two days to get in and out of the wilderness areas to do their sampling, Phillips said. "It would provide a data base on this local aquifer that would excell over any other I know of in the state," Brockway said. The water monitoring system will be overseen by a board of managers made up of lot owners. The board would have enforcement powers over those owners using too much water. Any am-mendments to the subdivision's covenants and regulations concerning water would need the prior approval of the county commission.

The county commissioners also accepted the developers' plans for road access and fire protection, which had been a problem "in the Opening Day Sept. 6, 1988 Phone 733-1 446 or 733-1 1 47 Awell-rounded program in preparation for kindergarten Pond M.D. Charles Smick M.D, Are pleased to announce the transfer of their medical practices to: DALE J. "They are telling industry they are going to have to install pollution abatement equipment and improve visibility and reduce pollutants," Sorensen said. Once the sampling is complete in Idaho, the water will be sent to Colorado for analysis. Scientists will be testing for acid levels, dissolved inorganic and organic carbon, sulphur, nitrate, chloride, sodium and other chemicals. "The point is they are going to take that water apart at the highest level of modern science," Phillips said. Seven to 10 lakes must be rechecked this fall because the lake temperatures at the sampling site are different in fall than in summer, Phillips said.

The main access road will be moved to the interior of the property and the existing Croesus Creek Road won't be used. The developers also will pave and improve the portion of Croy Creek Road which skirts the project and which the county feels might be used by homeowners.

The commissioners questioned whether it was the developers' responsibility to upgrade the remaining 3.5-miles of Croy Creek that goes from the subdivision to another road but ultimately decided not to burden them with that expense. The commissioners also decided to uphold an earlier recommendation of the planning board to allow property owners to pay half of the $2,000 fire protection fees to the county at the time of sale and the remaining half when the building permit is issued.
