Deficiencies in Chicago Heights' water supply and fire protection systems have been pointed up in a survey report issued by the National Board of Fire Underwriters and the Cook county Inspection bureau.

As a result of the findings, insurance rates for many Industries and business places will be increased immediately. Meeting the recommendations made by the board promises to be a large order. Suggestions of the survey board range from provisions for a West side fire station to a stepped-up personnel training program in the fire and water departments. In many respects, the interspec- tors found, Chicago Heights' overall fire fighting system is good but not good enough. The Underwriters have urged early adoption of some recommendations.

Others were left for the city to act on as conditions permit. Advocate Civil Service In its survey of the water department, the Underwriters recommended that all employes to be appointed after competitive examinations for an indefinite period, with removal for cause only after trial. "The appointment of personnel without civil service provisions is undesirable," the report emphasized. Changes and improvements recommended at the city's pump ing station included the following: 1. Provide two men in attendance at all times.

2. Place all power and light wiring in conduit. Propose New Building 3. Replace the station with a fireproof structure, or make all portions of the plant on which the water supply is dependent fireproof, and separate these from the balance of the plant by para- peted brick walls with standard fire doors at all openings, or provide a sprinkler system through out the building. 4.

That a elevated tank be erected, so as to facilitate the maintaining of a pressure of at least 50 pounds at the main pumping station. Lodge Is Denied Permit 1 To Hold Carnival Event St. Rest Lodge, AF AM, was denied permission to hold a benefit carnival when the request was considered by the Chicago Heights city council this week. According to custom, the city issues a permit for only one carnival a year. A permit had already been granted to the Lincoln Athletic club when the lodge's application was received, Mayor Carl W. McGehee pointed out.

A letter explaining why the council had to deny the permit was ordered sent to the St Rest lodge.
