public credit and the equal diitribution cf jufticc that the amount of the national debt be af certained with the utmoft expedition and as delay in the fettlcment of accounts tends to render them obfeure and to encourage frauds by preventing the metris of detecting them Reiolved 'That all perfohs having unliquidated claims againfl the United States be and they are hereby required within twelve months from the date hereof to deliver a particular abftrafl of fuch claims tofome cbmtniflioner in the ftate in which they re fpefti vely refide ho is authorifed to fettle accounts agamfl the United States and any perfon or per fons ncglefting to deliver their claims as aforefaid jhall be precluded from any adjufiment of the fame except at the board of treafury provided that in thofc ftates where
