Whence arifes this fatal and difgraceful alteration To what unhappy caufe can we attribute fo extraordinary a change in the fentiments of Englifhmen There was period when the Britifh legiflature would have enquired into the expenditure of the public money, and not, with the profulion of a fpendthrift, have difpofed of a property they had no right to but the right of guard ianfhip'.

I believe, Sir, even in your memory, the repfefentative part of the nation would have had virtue and refolution enough to demand of the different offices, an authentic account of their application of the money Voted to them by Parliament. Tjiefe demands are out of ufe it feerns at prefent, and the legiflative body content themfelves with an implicit concurrence to the claims of the Mini iter, however extravagant and unneceflary.
