An Abfrati of the Bill frepofek for tie Regulatm ef Eajl India Affairs, THE Bill brought in for the better regulation of the Eaft affaiis, and for the due adminiftration of in Bengal, fets forth, that his late Majefty hating granted a charter to the united Company of Merchants trading ta theEaft Indies, which charter, fo far as it refpefts the Company's fettle ments of Fort William in Bengal, having been inadequate to ue purpoies rur wnicn was gramca, iuc brought a more general and comprehenfive charter for theadmi Wftratioa of juftice in Bengal, in conformity to which requeft it is Enacted, That it fhall be lawful for his Majefty to eftablifh a fupreme Court of Judicature at Fort William, and to declare, that the lame fhall confift of a Chief Juftice, and three other Judges, to be nominated by the Court of Directors, with the approbation of the Lord High Chancellor, and the Chief Jufti'ces of the King's Bench and Common Pleas which faU Judges fhaU hold their offices upon the fame terms arid roriditi as as the Judges of England. Shculd they be inclined, through illnefs or incapacity, to refign their office, they muft give a certain number of years notice to the Prefident and Council of Fort William, by which means they will obtain a licence from the faid Prefident for fuch xefignation. The Supreme Court of Judicature, thus conftituted, is to poffefs all Civil, Criminal, and Ecclefiafical JurifdicTton, it is to be a Court of Record, and Court of Oyer Ter'mintr and Goal Dc livery, for the toWn of Calcutta, and the faVory of Fort William; perfons, however, within a limited time, are allowed to appeal to His Maiefty, or his heirs, provided they give fecurity to anfwsr the CoIs of fuch fo that the matterin litigation exceed in value a certain fum, to be hereafter fpecificd This new charter is to extend to fettlemcnts that may hereafter be ac quired; whether in the provinces of Bengal, Bahar, and Oriffa, and to all Britijh Subjctls and Cbrifians rending in the faid provinces, and to all Natives who have matters of complaint to urge againft any of his Majefty'a fubjefts, or againft any of own fcountrymen. Charges againft Judges for mal adniiniftration, Ihall be heard by the Prefident and Council of Fort William and the Council may fufpend, upon but the party aggrieved ly fuch fufpenfion, may appeal to his Majefty.

After returning however, to England, he is amenable to the Court of King's Bench in England for any breach of his duty. Governor, Chief Juftice, or Judge, their Minifters, or Agents, hall be permitted to accept, in any manner whatever1, prefents or gratuities frem' any of thelndian Princes 5 nor fhall they carry on, or be concerned in traffic or commerce of any kind, for their or iny other perfon's ufe, benefit and advantage For the more effectual obedience to fuch prohibition, the Prefident, Governor, and each of the Council, fhall, upon entering on their refpeftive offices, fwear that they will not indirectly receive pre lents, or carry on traffic, but that they will to the beft their abilities faithfully difcharge their refpedive offices, without partiality, favour or affection. Thefe oaths are to be taken before the Chief Juftice, who is authorized to adminifter the fame. The xate cf intexeft is to be fixed by this Aft, and the perfons taking more than the fum tobe allotted, fhall be liable to prefecution for an furious contract, as in England. The prohibition not to take prefents extends to the Military as well as Civil Officers of the Company.

After a time to be. fpecified, no Subject of his Maieftv fhall be Dermitted to eniov any Office, Civil or Mili tary, under ti.e authority of any Eaftern or European Power, without an exprefs licence from his Majefty, under the pain of "being feverely punifhed, after due conviction, before the Supreme Court of Judicature, to be eftablifhed by the new charter. Neither are any of his Majefty's Subjects permitted to bay up Artillery, or Fire arms, except for the ufe of the Company, and perfons convicted of fuch offence fhall be liable to a dfcretion ary punifhnrent, to be inflicted by the Supreme Court of Judicature. is further enatled, that the Prefident and Council mail, r'm fm tu rnm ifTiip r't lf anrl reirnla fnr the ennd nrHsr Tand Civil Government of the Company's Settlements, and levy fuch reafonable impoftsforthe fupport of the Civil Government in Bengal, and the Prefident and Council for the time being are empowered to act as Juftices of the Peace for the faid Settlement, and are alfo authorized to hold Quarter Srjfiozs fomany times within the year, and perform every function which relates to the office. All Fines, incurred by a breach of hs Act, fhall be applied to the Company's ufe and benefit, provided the offending parties fhall have been tried by a Jury of Britifh Subjects refiding at Calcutta, but not otherwife; and if any perfon be fued or profecuted for any thing "doae in obedience to this Act, he may plead the general iflue, and give this Act, and ihe ffecial matter, in evidence in his defence.
