Tti Independent Record. Helena, Wednesday. November 14, 1979 1 7 Martin Luther King national holiday bi set back in House Washington Star WASHINGTON The House Tuesday temporarily set back legislation to make the birthday of the Rev. Martin Luther King Jr. a national holiday.

Republican arguments that a new holiday would cost too much forced a narrow defeat for the bill, which would grant official government recognition to the slain civil rights leader's birthday, Jan. 15. The legislation easily drew majority support, but it had been brought to the House floor under a procedure requiring a two-thirds vote for approval. The 252-133 vote in favor of the leion thus left it six votes short of the strength it needed. Rep.

Robert Garcia, the bill's floor manager, said it would be brought back soon under rules requiring only a majority vote. "We will pass it this year," Garcia said after Tuesday's action. Republicans said depriving the nation of another workday would be unacceptably expensive." "This bill simply provides another day off for bureaucrats," said Rep. Bill Frenzel, R-Minn. "I do not believe that our economic situation will allow the luxury of another federal holiday," echoed Rep.

Gene Taylor, R-Mo. The Congressional Budget Office has calculated a cost of $27 million for the bill in the first year of its operation, which would be 1982. But Taylor and other critics Insisted that the cost would be far higher, possibly more than $200 million. Most of the bill's opponents praised King, but said his memory should simply be honored in a less costly way. Two members, however.

Republican John Ashbrook of Ohio and Democrat Larry McDonald of Georgia, criticlied the civil rights leader personally. Ashbrook called King a radical who violated basic Christian teachings.
