HEREAS great Frauds and Abufes have been com mitted in the Manufacturing of Leather within this Province for Remedy whereof, Be it by the Honourable RICHA PENN, Efqj Lieutcn 1 ant GovernsT, under the Honourable THOMAS PENN, and OH PEN Efquires, true andlkbfelute Proprietaries of the Province of Pennjyhania, by and with the Advice and iConfeat of, the Reprefentatives of the Freemen of the faid Pr vince in. General Aflembly met, and by the Authority of the fame, That from and after the Publication of this if any Butcher by himfelf, or any other Perfon employed by him, firall gafti orcut anjrHideof any Ox, Bull, STteer, Cow, or Skin of any Calf, in flaying thereof, ootherwife, whereby the fame fliall be impaired or hurt, or hall not free and cler all fuch Hides or Skins, from the Offal Parts by cutting off 'the Shank round a hove the Dew claws every fuch Butcher fo offending, Gi all forfeit the Sum of Tw Sbiliingi for every fach Hide or Skin fo gafh ed or cut, or not freedrorrr the Offal Part, as And if any Butcher fhall kn'owingly offer to Sale any Hide or Skin pa trified or rotten, he fhall forfeit the Sum of Three Shillings for every fuch Hide or Skin foputrified or rotten, and offered to Sale. And be it further enacted by the Authority aforefaid.

That no Perfott or Perfons whatfoever, who (hall by himfelf, or any other thcCraftor Myftery of tanning of Leather, ih all, from and afterthe FiriVDay of AJynextnfuing the Publication of this; fuffer any Hide or Calf (kin to lie in the Limes, until the fame may be over limed, jior fhall put any Hides or Skint into any Tanfat before the Lime be well and fufficiently foakened and wrought out of them, nor ihtll ufeemploy or put, by themfelves, or any other Perfon or Perfons, any Ingredient or Stuff on or about the Workmanship or tanning of Leather, fave only the Barks ef I White oak, Black oak, Spanifii oak, Cheftnut oak, Hemlock i oak, Saw duft Birch and Beach Lime, Meal, Malt, or Hens Dung, nor fhall willingly fuffer his or their Leather to be laid, or to hang' or lie in any Froft, until the fame be frozen, nor hall parch the faid Leather with the Heat of Fire, or of the Summer Sun, nor fhall willingly and knowingly tan, or caufe to be tanned, any Hide or Skin, or Part thereof, being putrified or rotten by long lying, either before the putting it into the Limes, or after, irf the Water or Liquor7, or by any other Means whatToever, nor fhall fuffer the Hides for utter Soal "Leather, to lye in the Woozes any lefs Time than Twelve Months a leaft, nor the Hides for upper Leather, in the Woozes any lefs Time thin Nine Months at the nor any Calf fkyis any lsfs Time than Six Months, nor fhall work the; Hides or Skins in the Woozes, but fhall renew and make ftrong their Woozes as often as fhall be re qaifite, under the Penalty of Ten Sb'tWings for every fuch Hide or Skin tanned or wrought contrary to tke true Meaning of this Aft. And be it further enafted by the Authority aforefaid, That every Tanner, or other Perfon or Perfons, who fhall have any Leather for Sale, ihall keep the fame in a Houfe, on a Board Floor, at leaft two Feet above the Ground, where there fhall be no Cel lit "under fuch Floor, and where there is a Cellar at leaft one Foot above the firft or Ground floor in fuch Houfe, under the Penalty of 'FiveTPbunds for every fuch Offence, being thereof legally con And be it further enafted by the Authority aforefaid, That from and after the faid Firil Day of May next enfuing'the Publication hereof, iKrjPerfon or Perfons fhall fet their Fats in Tan hills, or ether Places, where the Woozes or Leather that fhall be put to tan! in the fame, fhall or may take any unkind Heats, or fhall tan any Hide or Skin with any hot or'warm Woozes whatfoever, under the Penalty of Twenty Pounds. 7 And as no Leather can be fo well tanned, but it may be ifsjured and fpoiled i the Currying, Be. it therefore enafted by the Authority That from and after the faid Firft Day of May next after, the Publication hereof, no Perfon or Perfons ihall curry any Kind of Leather, which ftall not be well and perfeftly tanned, BOr fhall curry any Hide or Skin, not being firft thoroughly dried alter his or their wet Seafon, hi which wetScafon he or they fhall not ufe any.jdeceitful or fubtil Mixture, Way or Means, to corrupt' oVhurt the fame, nor fhall curry any Leather proper fer upper Leather and inner Soles, 'but with good and fufHci'ent Stuff, being frefh, and not fait, and thoroughly liquored, nor ihall burn or fcald any Hide or Skin in the Currying, nor Ihall fhave any Leather too thin, nor ihall galh or hurt any Leather in the lha ving, or by any other Means, but fhall work the fame well and fafEciently in all Points and Refpefts, under the Penalty of forfeiting for every fuch Offence, or Aft done contrary to the true Intent and Meaning of thefe feveral Provifions, the Sum of Five Shillings for every Hide or Skin fpoiled by bad Workmanfliip. "And it further enafted by the Authority aforefaid, That every Perfon or Pecfons who fhall, after the faid Firft Day of tan or curry any Hide or Skin, fhall mark on the fame, with fair and legible Characters, the Letters of his or their Sir name or Names, at full Length, before he or they fhall offer the fame for Sale, under the Penalty cf Five Shiilings for every Hide or Skin fo offered to Sale, and not marked as aforefaid and that every Cordvainer and Shoemaker (hall mark, on every Pair of Boots, Shues, Pumps and Slippers, by him made, or caufed to be made, before he fhall offer the fame for Sale; the initial Letters of his Chriftian and Simame, under the fame penalty.

And forafmuch as Leather, well tanned and curried, mayj by the Negligence or Deceit1 of the Cordwaincr or Shoemaker, be wrought or manufactured to the Injury of the Piibhc, Be it therefore enafted by the Authority afojefaid, That if any Perfon cr Perfons, after the fad Firft Day of May nextenfuing the Publication hereof, ufing the Myftery or Occupation of a Cordwainer or Shoemaker, fhall make, or caufe to be made, any Boots, Pumps or Slippers, of any Kind whatfoever, cf any Leather which fhall not be well and fufficiently tanned and according to the Purport and true Meaning of. this Aft, or fhall not well and fubftantially few fuch Boots, Shoes, Pumps or with good Thread," well twifted and made; and fufficiently waxed with Wax well and Stitches hard and fufnciently drawn; every fuch' Perfon or Perfons fo offending, fhall forfeit, for every' fuch Pair of. Boots, Shoes, Puinps or Slippers, made, fold, of offered to Sale, the Sum of Five SbillingsW And be it further enafted by the Authority aforefaid, That if any Perfon or Perfons, who fhall engrofs or get into his or their by baying, promifing or contracting with any Perfon or Perfons, within this PreviBce, any unwrought Leather, fhall, after the Publication of this Aft, utter, fell, orcaufe to be uttered or fold, within the Limits and Places defcribed by this Ad, except only in the open Market Places thereof, every fuch Perfoa April .1771 i it 1 I i 1 the Frehel i ..1 and Domefttc. And be it further enafted by the Authority aforefaid, That if any Merchant, or other Perfon, fhall, from and after the faid Firft Day of May, lade or put on board any Ship, or other Vef fcl, any Leather for Exportation out of this Province, before the fame fhall be viewed, examined and fealed, by the Searchers and Sealers, or one of them, as good and fufHcient, every fuch Perfon, being legally convifted thereof In any Court of Record within this Province, fhall iWrfeit all fuch Leather fo laden, or put on board, and not fealed as aforefaid. And be. it further enafted by the Authority aforefaid That Benjamin Kendall, of Philadelphia, fhall be, and is hereby appointed Searche and Sealer of Leather within the City of Philadelphia, Diftrift and Twnfliips aforefaid and that Michael Hubley, of Lancajler, fhall be, and is hereby appointed Searcher and Sealer of Leather for the faid Boroughof Lancafterr and Diftrift adjoining; which faid Searchers and Sealers refpeftively, fhall view, examine and fearch, all and every tanned Hide, Skin, and Leather, which fhair be fold, or offered to be fold, within the refpeftive Limits aforefaid, whether the fame be fufficiently and perfeftly tanned, curried, and thoroughly dried, according to the. Par port and true Meaning of this Aft; and if they, or cither of them, fhall find the fame to be fufficiently and perfeftly tanHed and curried, and thoroughly dried, in fuch Manner and Form as by this Aft is direfted, fhall feal the fame with his Sirname, and the Name of the City or Borough for, which he is the Sealer. And be it further enafted by the Authority aforefaid, 'That the (aid Searchers and Sealers of Leather, are hereby impowered to appoint Deputies within their refpeftive Limits, for whom they ihall be accountable, and the faid Deputies are hereby fully au thorized to aft as Deputy Officers in their refpeftive Limits, in fearching and fealing of Leather, and in all other Matters and Things enjoined and required of their faid Principals by this Aft, to ail Intents and PurpofesAnd that every of the faid Officers ihall provide themfelves with proper Seals for the purpofes in this Aft mentioned, and if any Perfon Perfons fhall prefume to counterfeit the fame, or any 'of them, being thereof legally he ihall forfeit the Sum of Fifty Pounds.

And be it farther enafted by the Authority aforefaid That every of the faid Officers, and their Deputies, before he or they fhall do and perform any of the Duties hereby enjoined or required of them, fhall take an Oathor Affirmation, before fome Juftice of the Peace for the City or County where they fhall re That he will faithfully, truly and impartially, according to the beft of his Skill and Judgment, execute, do and perform, the Office and Duty of a Searcher and Sealer of Leather, and that he will not, direftly or' indireftly, buy or fell any Lea their during the Continuance of his faid Office, except for the private Ufe of his Family, Tior take any more or other Reward or Fees than is allowed, according to the true Intent and Mean ing of this Aft." i And be it further enafted by the Authority aforefaid, That faid Officers, and every of fhall have full Power'and Authority, by Virtue of this Aft, without any further or other Warrant, to enter on board any Ship, or other Veffel, lying or being in the Port of Philadelphia, or in any other Place within this Province, to make Difcovery of any Leather put on board for Exportation, and to enter into all fufpefted Houfes, and Places within their refpefted Limits, to fearch for any Leather, tanned, and not dried, or wrought into contrary to the true Meaning of this Aft; and if the faid Mafter or Owner of fuch Ship, or other Veffel, er any Owner of fuch Houfe, or other fufpefted Place, fhall refufe te permit the faid Officers, or any of them, to view, examine and feal any Leather, according to the Directions of this Aft, every fuch Perfon fo offending, being thereof legally convifted, fhall forfeit 'the, Sum Fifty Pounds VAnd be it further enafted by the Authority "aforefaid, That if any of the faid Officers, within their refpeftive Limits, fhall find any Hide or Skin flayed or tanned, dried and curried, or Leather wrought into Wares, contrary to the true Intent and Meaning of this Aft, he ihall immediately feize and retain the fame, uniH it fhall be examined and tried in the Manner herein after direfted, and, with all convenient Speed, give notice thereof to fome Juftice of the Peace of the City or County where fuch Seizure fhall be made, who fhall forthwith iffue his Warrant, direfted to anv Conftableof the faid City or County, againft the Perfon or Perfons offending in any of the commanding the faid Conftable to bring the. Body of fuch! Offender before him, at fuch Time and Place as he ihall appoint; and ihall alfo appoint three indifferent and ikill ful Perfons, who being duly fummoned by Summons, tobeiffued by "the faid Juftice, ihall beprefent, and fhall on Oath or Affirmation, to be adminiftered by the faid Juftice, fearch, examine and try, whether the faid Hides, Skins or Wares, fo feized, fhall be fufficiently flayed, tanned, dried, curried and wrought into Wares, according to the Provifions, true Intent and Meanifig of this Aft; and if thc faid Hides, Skins or Wares, fhall be aijudged by the iaid Perfons fo appointed to fearch, examine and try the fame, fufficient, they fhall be marked by the Officers aforefaid, or one of them, in the Manner Leather fsund fufficient by the faid Officers is herein befere direfted to be" marked and if found bad, with the Letters ADj and in cafe it fhall appear that any fuch fo apprehended and brought before the faid Juftices, is guilty of any of the faid Offences, the faid Juftices ihall forth 1 with give Judgment agairift him, and; commit his Body to the Goal of theCity or County, there remain, without Bailor Mainprize, until he fhall pay the Penalty and Penalties' by this Aft inflifted on his faid Offence or Offences, with all Cofts and Charges. But if the faid Leather, or Wares, fhall, be found fufficient, according to the true Intent'and Meaning of thU Aft, the Charges ef Profepution ihall be paid by the Searcher or Sealer feizing the fairie. And be it further enafted by the Authority aforefaid, That all and every the Fines, Forfeitures and Penalties, impofed for an Offence and by this Aft, fhall be paid and deiivered to he Overfeers of the Poor of the City, Borough, Diftrift or Town fhip, where the Offence ihall be committed, for the Ufe of the Poor thereof.
