Liberty will be ever maintained and cberifhed by a Sovereign, who hath approved himfelf the true father of his ccuntiy. But licentiouCaefs, that ape of liberty, defsrves reprehen fijn from every mouth that is able to pronounce it; and correction, within the boundaries of law, from every hand that is able to bellow' it. We hear the King of Portugal hath fettled an annuity of 2000 moidores a month on the Count de Lippe, for his eminent fervices to that kingdom during the war. Letters from erlin advife that the Miniftry are almoft wholly taken up in fettling plans of economy, to enable the King to keep always on foot a large army and that the railing of recruits to complete the companies will not, for the future, be left to the Captains but that the recruits will be furnifhed by the King.
