The survivors said they heard the motors of the submarine, which surfaced In the darkness nearby. Woman Survivor The only surviving woman passenger was pretty, brown haired fcleanor Savage, of Sydney, who received a black eye and facial bruises when she jumped from the burning and sinking ship. Other survivors said she never whimpered or complained. Instead, she helped keep up the morale of others with fervent prayers. Only when rescued did she disclose a side Injury she had received and doctors discovered she had three broken ribs.

Nurse Savage said she was awakened by a terrific explosion, and when she looked out of her cabin window into the passageway she saw the ship was in flames. She and her roommate Conned lifejackets over their pyjamas and leaped from the ship together, but her roommate, struck floating wreckaga and was killed. "The sea was covered with oil which fortunately did not catch fire," she said. "1 am a good swimmer and got to the raft. One of the men gave me his overcoat which I shared with a 16 year old cabin boy.

"The first thing I did when I heard and felt the explosion an'i knew we were torpedoed was to pray and we acid many prayers while waiting or rescue." Never Saw Her Frank Davidson, of Sydney, ship's butcher, said that before he jumped from the ship he saw through the companionway a group of men attempting to force their way up through the hatches which were blocked by debris from the explosion. He said he could heat them screaming for help. Davidson said he helped a nurse on with her lifejacket but never saw her again. Covered with oil, Davidson swam to the raft and watched the ship go down, with hundreds still trapped inside. "From the raft we could see the lighthouse on the Queensland coast," Davidson said.

"The ship's pilot was on our raft and he said we were 27 miles offshore. "We thought we heard aeroplane motors In the darkness hut the pilot said it was Diesel engines. Then we saw a couple of lights close hy and knew It must be the submarine. Saw Planes, Ship "During da light Friday we saw seven aeroplanes and one big ship at a distance. We sent up rockets but they went unnoticed.

"The next afternoon we heard nn aeroplane and set up rockets. It flew over us, and within 10 minutes an Allied ship picked us all up. Although we had tried to row toward what we thought was land, we discovered we were only two miles from the sinking scene when we were picked up, and we evidently rowed in Davidson said the survivors were on four rafts, plus the makeshift wheelhnuse wall, and a few clung to floating wreckage. Some of ihe rafls had plenty of food and water, others were short on supplies but the ocean swells prevented transfer of provisions. The ship's butcher added that sharks repeatedly were driven off by use of the oars.

A 12 foot shark snapped at an empty tin tossed into the water and sheared off the bottom of the can. cities to render expert service to Goblin owners. "The works proposed are designed only to prevent flooding except under conditions as are expected to recur on the average once in 10 years." Mr. Thompson elsewhere in his report warned: "Even the expenditure of $5,000,000 will not guarantee that flooding will not recur." The city treasurer then set out the following table showing the estimated cost of the works for the eight districts recommended for relief, the percentage of the cost of th total, and the percentage of the flooding reported: of of District: Cost Cnlonv 735.000 Cornish 370.000 7 12 River 183,000 4 4 Bannatyne. 567,000 11 12 Aubrey 1,437,000 29 11 Assiniboine. 393,000 8 4 Robert 354.000 7 3 Selkirk 901 18 5 Totals $3,000,000 I'M) 86 What city council does know, Mr.

Thompson stated in his summary is just what the proposed n.nnli tunillr fnt to how many premises were affect ed and the extent of the damages suffered, nor do we know In ho many rases of these complaints wns the flooding due to local conditions which would not be relieved by the system of storm sewers propased." At this juncture, the city treasurer suggested that the "question of installing back water traps or valves, st least as a temporary measure, in premises likely to be adversely affected by flooding conditions, might be further Investigated." The ability of existing lateral sewers, he continued, to carry oft flood waters during severe storms without flooding should be carefully considered. "It will he unfortunate If after spending large sums of money aj substantial amount of flooding will not he overcome due to Inadequacy of laterals." There is. he pointed out, no proposal at this lime of the supplementing or enlarging of lateral sewers. The sewage disposal works cost about $3,500,000, of which the governments pay 60 percent, he said. Winnipeg's share was $1.

200,000, loaned tn the city by the federal government at three per cent Interest. Then, "financially the system ef storm sewers as proposed represents a substantially bigger problem than the sewage disposal works." In Ihe conclusion nf his report, Mr. Thompson reiterated his raullbus stan "Undnuhtedl" at some future date storm sewers will have to be constructed, hut, In the meantime council would be well advised to proceed slowly. "Such position of the works as may be eventually decided on should in any case he postponed until after the war, as while the war lasts the construction of such works would conflict with the national effort as cegards financ ing, manpower and Aid. Thompson, public Improve ments committee chairman, sug gested Mr.

Thompson's report be mimeographed and sent to all council members. The committee concurred. Extra Rural Help Will Get Extra Rations I By Thi Clnsdlsn PrMl OTTAWA, May 18.
