One of the moat important transactions, within the last ten or fourteen days, has been the act of file British Government in sending out a kind of missyin or embassy of inquiry, to the acting Government of Mexico The two main subjects of interest in this affair What is the purpose ami general ob-iect tinder which this commission is scntP-and, 'secondly, IV hat may and will be ihe probable remits upon the commercial and political interests ot Great ijfitain As regards the first of these questions, it may be brie -fly answered, limt the following is the state ot circumstances -under which the Commission is sent. About two years since, the Mexicans succeeded in establishing their independence of the mother country.

At this period, the Spanish armies in Mexico were under the command of a former Viceroy, General Ilurhide', who for some lime made head against the Patriot forces; hut at length, seeing the Jloyal causa desperate, he passed over to the Independents. Ilis policy in so doing was similar with that of Don Pedro, the Emperor, as lie is now termed, of Brazil. The first purpose of Don Pedro was to preserve the Brazils to Portugal and lo his own family but, seeing that object had become impossible, bis next was tomakc the best of a had cause; and, by becoming head and leader of the new faction, to preserve these provinces at least for himself and family. Iturbide acted upon the same principle in joining the Independents of Mexico, and in apparently abandoning the Royalists. Ilis policy was for a time successful; he was" warmly received by the Independents, and his officers and army procured him to be nominated Kmperor.

It was soon, however, understood, that he was in secret alliance with the Royal Family in Spain, and that he was acting in concert with the Pi-enc'lt and Spanish Courts. A short time afterwards, General Bolivar succeeded in establishing the independence of Colombia, and liis first measure was to send some trusty friends into Mexico to open the eyes of the Mexicans to the true character and purposes of Iturbide. The consequence was, that a disaffection to his person and government soon spread through every part of his empire. The Patriots gradually deserted his ranks, and he was left -only with his own personal friends, and with the regiments which he brought from Old Spain. In this situation, the Mexican Congress, about nine months since, prouonnced his' deposition, and he himself was induced to submit, and abdicate upon a pension.

Such is the general state of things under which we have sent our Commis.ion of Inquiry namely, under a just apprehension that France is dealing secretly Yv-ith some of (lie parties in Mexico and that if the present French invasion should have a successful issue, the next measure will be a new attempt-by Spain, assisted by the French fleets and to recover the Spanish provinces. Now, it is manifest, that such an attempt, if in any degree successful, would lead to a commercial predominance, not to say a complete monopoly by France, of the vast trade to these South American provinces, or rather empires, and that the interests of British trade would proportionally suffer. Such, therefore, is the general object of the present Commission sent to Mexico by the British Government.

It is one part of the character of the present Ministry, that they are most laudably anxious to maintain and augment our commercial resources, and at least to keep open all the channels, which the fortune of war and the vicissitude of public affairs, have unfolded to British capital and industry. To this end, they are naturally desirous to ascertain the exact condition of affairs in Mexico and Peru, and most particularly to determine the important rpiestion, whether their independence be established upon such a basis, and is maintained by such a degree of strength, as will justify England in recognising Mexico as a State now actually If the Commission shall report the result of their inquiry to be, that, such a condition actually exists in Mexico and Peru, it will then become the right of the British Government to say to France, that the interests of Great Britain will not allow the French Government to become the ally of Spain, in an active war against the Spanish Americans that the independence of these states, so far as regards all other powers, but Spain B.dlie 0s S.
