In New York, a spokesman for ITT denied that allegation: "Under each of the companies' own policies of long standing, neither company has in fact engaged in reciprocity. We are confident, therefore, that the courts will rule that this suit is baseless in fact and law." More than a year ago, on Jan. 1, 1968, ITT canceled plans to merge with American Broadcasting Co. because of long delays caused by Justice Department claims that; ITT international interests might influence ABC news operations. The new suit said ITT has 109,000 employes in its plants while Canteen is one of the top companies providing dining services in industrial plants, suggesting the two could increase the benefits if Canteen supplied vending and food services to ITT factories.

ITT acquisitions in 1968 alone included Continental Baking the nation's largest; Sheraton one of the two largest hotel chains; Levitt Sons a major housebuilding fivm; Avis No. 2 in car rentals; and Rayonier, a leading producer of chemical cellulose. of debate Monday. changes to the plan approved earlier by the House must concurred in before the meas- sure goes to Gov. "Those of us who believe in one-man, one-vote should wear black armbands tomorrow," commented Sen. William Denman, D-Des Moines.

Democrats walked out during Republican Senate leader David M. Stanley's arguments for the bill. 'I'm amazed at how fair we've been," the Muscatine lawyer said. "I've caught heat from some of my own people because we've been so fair. I think maybe we've been too generous." Republicans carry a 45-16 edge in the Senate and an 85-39 predonderance in the House.

Final passage came after the Senate rejected 36-24 a Democratic move to scrap all changes in the original commission plan. Denman and Sen. Gene Glenn, D-Ottumwa, contended the altered plan doesn't stand a change of meeting recent interpretations of the U.S. Supreme Court's "one-man, one-vote" reapportionment ruling. Disparity in population between senate and house election districts throughout the state is greater than that held to be constitutional by federal courts in a Missouri decision, Denman said.

"The commission plan is still the basis for our reapporlion-) ment," he said. Reapportionment was re-, quired by a constitutional amendment approved overwhelmingly by voters last fall. The amendment called for reducing the legislature from its present t85 members to no more than 150 100 in the House and 50 in the Senate.

The plan becomes effective during the 1970 elections for awmakers who will take their seats in the 1971 session. Senate changes return Polk and Woodbury counties to the district outlines in the commission version. Under the commission plan. Polk County woul lave five Senate districts. The House had cut Polk County down to four Senate districts and lumped Sens.

Lee Gaudineer and William Reichardt. Des Moines Democrats, in a single district. In Woodbury County, the plan approved by the House was changed to correct a disparity population between its two Senate districts senators felt was too great. The major reshuffling was in eastern Iowa, where the Senate rearranged districts to place Sen. Clifton Lamborn, R-Maquoketa, in a district without incumbent opposition.

The House version had Lamborn in a district with Frommelt and Republican Sen. John Walsh, both of Dubuque. Klink was moved into the district with Frommelt; arid Walsh, Parker and Potter werew moved into a single and Sen. Floyd Gilley, R-Maynard, was given a (listrid without incumbent opjxisition. In an exchange both approved, Sens.

Harold Thordsen and Ed-! ward Nicholson, both Davenport Republicans, traded some outlying townships in Scott County. The result for senators is that 22 of them will be running for 11j seats in 1970. In addition, 19 others whose terms expire will be up for re-election. Those incumbents parted in the same district are Lucas DeKos- ter, R-Hull, and J. Henry Lucken, R-LeMars: Walter Hammer, R-Estherville, and Wayne Keith, R-Algona; Clarke and Herbert Ollenburg.

"But this is not the case," he said.

"We. cannot justify the changes from the commission plan. They were purely political, designed to perpetuate the majority (Republican) party in office." Sen.
