I hen the diftreffes of trie labouring and induftrioul poor call fo loudly for relief, it is much' to be re gretted, that fo much time is ioft in digefiing the plans forfoaeties which. have any other than this immediate objeft fociety for bettering the conditio of the poor, and mcreafing their comforts may at all times be and Mr Walter Wood's plan hi employing the wives, widows, and children Of the in-duftnous poor may alfo be permanently beneficial to the labouring clafles in this community 5 but more, vigorous and a-ftive meafures than have yet been followed, are ri goroufly called for by the inclemency of the feafon, anct the high price of the neceffaries of life i and therefore It is much to be defired, that more attention were s- ven to the firft fuggeftion of Mr Wood's plan. Thofe workmen who, from the nature of their em pioyment, from' bodily infirmity, or from any other caufe, receive but fmail wages thofe who in ordinary years are barely able to maintain themfelves in tolerable comfort, appear to me the fitteft objects for benevolence at the ptefent period. I would therefore be, through the medium of your ufeful paper, to recommend it to mailers employing fuch workmen in the mean time, to give attention to the neceffities of thofe who are in their own immediate employment, and to relieve thofe neceffities in fo far as they can, by fending a final! quantity of Coals, or a loaf of bread occafidnally to thVe among them who ftand moft. in need of relief, until a regular fund can be eftablifhed for the purpofe by which means each may be certain, that he relieves the diftreffes of the iBduftrious and the worth'.

Dawfon-ftreet, was found ftrangled by forte unknown villain, fhe murder is fuppofed to have been perpetrated on the preceding day by fome ruffian acquainted with the unprotefted fituation of the unfortunate lady, whofe peculiarities induced a fufpicion of wealth, -and whofe unprotected fituation may have incited to the inhuman cataftrophe. Two perfons hare been taken np on fufpicion of being concerned in the inhuman On Thurfday morning a heavy fall of ibow commenced, which continued the whole day, accompanied by a gentle breeze from the eaftward, which, however inerea-fed in the evening to a violent gale. During the night a thaw took place, which has melted a great deal offnow. The wind abated in the morning.

The London mail due yefterday morning did not arrive till eleven at night. Yefterday was received here, from an Honourable Lady, her annual donation of five ton of coals, for the benefit of the prifoners in the Edinburgh tolbooth and this day a donation of one guinea from a Gentleman. On Tuefday, at a refpeftabie meeting of the inhabitants of Leith (Mr Andrew Cassels in the Chair) a public fubfeription was refolved on for the relief of the Poor.

The plan fa Public Kitchen is alfo, we un-derftand, to be adopted. The thread manufacturers fociety in Glafgow have authorifed their Prefes, Mr David Smith, to fub-fcribe one hundred guineas towards the fund for importing grain from foreign ports. The Rev. Dr Lockhart, Glafgow, on Monday, received an anonymous letter, inclofing ten pounds, to be employed by him for the relief of the neceffitous poor, at this very inclement feafon he has alfo received, for the fame benevolent purpofe, one guinea from oneperfon, and two pounds from another. On Wednesday a number of the inhabitants of Dumfries and Bridgend, affembled in a riotous and disorderly manner, and carried to the market a confiderable quantity of.

Some of the crew arrived at Jamaica. The American ship Packet, of Boston, fell in with the fcarcque Betsey, Gassen, from Honduras to London, iSth September, on the Banks of Newfoundland, all well.

The Industry, Chevalier, from Jersey to Oporto, is captured and carried into Morlaix. Captures ttlin from tie French papers. The Welcome, laden with hops, taken on the coast of Eno land by the Intrepid privateer of Calais, Captain Saillard, and sent to Boulogne. On Wednesday, 8th January, 1800, at o'clock noon, A fARCEL OF BOOKS, Consistuig of aoout 260 volumes, name of Casey, in the neighbourhood of Macromp, for forgery on the National, and the Cork Banks. In a room in the houfe where he was apprehended were found a complete roling-prefs, flannels, with all the apparatus for copper-plate printing; on the top of the prefs there were difcovered 144 National guinea notes, and the plate with which the fame were impreffed like-wife 235 notes of 9s. and 6s. forgeries on the Bank of Sir T. Roberts and Co.

The whole apparatus, with Casey at their head, were yefterday evening brought to town, by the Sheriff, who lodged Casey in gaol, and immediately fent off an exprefs to Dublin, communicating the circumftances to the National Bank. We1 copy the following extraordinary relation of an affair in the county Wexford, from the Dublin Journal of the 28th ult. Thurfday, the James, Liddel, from Newcaftle, took the ground in coming into Leith harbour, and is alhore on the well bank. The Facny, of Greenock, Mackie, mailer, from Baltimore, with tobacco, for Embden, is arrived at Portlmouth, having been on the fhoal near Selfea Bill, and damaged. The flibps and warehoufes of MelTrs Pemberton and bon, on Snow-hill, in Birmingham, were on Tuefday morning broken into and robbed of pearls, and gold and filver articles to the amount of 800I.

The robbers muft have been fome hours in the warehoufes, as the mod valuable and portable articles were carefully felecled from every ihelf.and they had'evidently been occupied in en-, deavouring to force open the iron-cheft, in which, if they hadlucceeded, a moft confiderable addition would have been made to their booty, in gold and filver. A reward of 200L is offered by MelTrs Pemberton and bon, lor the ducovery of thefe rogues. ROBBERY. On Thurfday night, the 26th ult. a moll daring outrage was committed at Rofs Lodge, in Durabartonlhire.

A few days ago, a mendicant Popifh Friar of Taghmon, named Burn, vifited the Doctor at his caftle, and was hofpitably entertained at dinner in the evening, when it was time to part, Burn begged to be allowed to remain, and after fome difficulty on the part of his faoft, was permitted to lie in a fecond bed in the vaulted chamber.

Buonaparte has ifTued three proclamations. One addreffed to the French peoples one to the French fol-diers and one to the army of Italy. He fiates that a number of the foldiery had deferted their colours. Cons furrendered on the 3d of December. It is faid that the veffel which brought over the Pans papers, aflb brought a courier from France, charged with difpatches to Government.

Five Hamburgh mails are now due. The Amencan frigate United States, failed from Newport, in Rhode Ifland, on the 3d of November, having on board the Envoys bound to Europe it was fuppofed they would effeft a treaty with France, Griffith Wiluams, an American Tailor, has his indidlment to 'food trial before the High ourt of Judiciary, on the ioft. He is ccufed toe murder of Am with a bludgeon, and knocked her down and the. other woman, having screamed aloud, ran out of the kitchen That Colonel CoLquHooN, and two gentlemen, having been in a parlour, attended by his man servant, the latter left the room and was going to the kitchen, when the two men met him in the passage, and one of them having seized him, the other knocked him down and they thereupon entered the parlour, and, without uttering a word, violently assaulted the Colone! and his two friends with bludgeons; and having inflicted many severe wounds, two of the gentlemen were laid senseless on the floor, and the third with difficulty escaped to alarm the neighbourhood That the said two men then broke open presses, and rummaged the house; and, before any assistance was procured, they made their escape by a back-window That as Colonel Colojjhoun had been'collecting Sir James Colqjjhoun's rent; at Arnburn on that day, and had only come home with the collection betwixt eight and nine o'clock, it is evident that the money was the object of the villains, who probably intended to have waylaid him betwixt Arnburn and Ross Lodge, but were too late That said men mfl heard to speak bad Earse or Irish; and a plaid, a coarse old hat, and a common tin pepper-box, with culm or blackening, and a woollen rag in it, were found near Ross Lodge on Friday morning, which must have been left-by the miscreants That, between seven and eight o'clock of said night, two men called for, and got a dram at the door of Archibald Bell's house, at Burnfoot of Auchindenan and having given some silver, to tb pwson who served them, went og hastily towards Lass, iety that his hoft fhould fay his prayers, a duty which the Doctor who had drank freely, feemed difpofed to neglect in the middle of the night, Dr Waddy heard fomebody drawing his cavalry fword which hung at his bed's head, and immediately after was by the Friar, who had arifen from his bed, relied himfelf, and was now endeavouring to-murder his hoft the latter received feveral wounds in the head and arm, and at the Friar fuppofing that he had accomplifhed his purpofe, attempted to efcape under the portcullis. Dr Waddy had juft ftrength enough remaining to loofe the cord which fupported and it fell on the Prieft with fuch violence as almoft to fever his body, which fell down lifelefs into the apartment below- The next morning the body of the Friar was found, and the' fer-vants going into their mailer's apartment, Sfound him covered with his own blood.

Immediate medical aid was had, and we have the fatisfaction of learning that Dr Waddy is now out of danger. "A Coroner's inqueft was held on the body of Barn, and the Jury (compofed of the Roman Catholic inhabitants of the neighbourhood) found a verdict: of accidental of one and two o'clock, in tlie Royal Exchange Coffeehouse, in separate Lots.
