Mr. Welsh, of 255 Bainbridge East Dayton, served in the Ohio Legislature from 1945 to 1947 and from 1949 to 1951. For the past five years he has been a clerk with the Montgomery county Sanitation Department. Mr. Welsh attended Stivers High School, St.

Marys nstitute (University of Dayton) and Northwestern University. While attending Northwestern he participated in football, basketballand baseball. Survivors include his widow, Agnes and twin daughters, Mary and Julie and two sons, Joseph and Michael, all at home. Friends may call at the Harris Funeral Home from 3 to 5 an and 7 to 9 p.m. today.

Burial will be at Calvary Cemetery. Memorial services will be conducted by the Holy Trinity Holy Name Society at at 7:30 p.m. today. Truck Driver Found Dead In Auto In Auto A 30-year-old Dayton man was found slumped over the steering wheel of his car Saturday morning in the 3300 block of Cottage Road in Moraine. The coroner's office says he apparently died of carbon monoxide poisoning but a toxocologist report is awaited to determine the exact cause.

Moraine police said there was no evidence of foul play. The man, John M. Hoskins, 30, of. 30 Glencoe was employed as a truck driver for the OK Trucking Co. Hoskins was found shortly after 3 a.m.

when a resident called police after becoming suspicious about the car. He is survived by two daughters, Cathy and Virginia of Roanoke, and his parents, Mr. and Mrs. Bill Hoskins of Harlan, Ky. He is also survived by a sister and two brothers.

Burned Plant To Resume Operations MIDDLETOWN-Operations will resume today at the Middletown Paper Board division of the Diamond at i a Corp. which was struck by a $250,000 fire Friday. Joseph A. Sheridan had announced earlier that his station, WSWO (Channel 26) had been asked to present its case to pick up the affiliation with which ABC will replace its month-old affiliation with WKTR (Channel 16) of Kettering.

ABC had awarded the affiliation effective Jan. 1 to WKTR over the objections of WKEF. (Channel 22), also of the Dayton-Kettering market, but said last week the affiliation will be canceled as of Aug. 30 because of alleged commercial bribery in the affiliation award to WKTR. A FORMER ABC official has been charged in New York in connection with the bribe case.

John A. Kemper Jr. has resigned as director and chairman of Kittyhawk Television which operated WKTR. The nework had announced it would invite both WKTR and WKEF to make presentations for a new affiliation award. Sheridan's statement Saturday was the first report that WSW0 also had become involved.

Sheridan said last night the WSWO presentation will be made in New York Wednesday. It was arranged 1 out of "combined efforts," he said. "Contact was made (by WSW0) and they (ABC) made the invitation. "I think we don have a good case to present," said Sheridan. GEORGE J.

MITCHELL, general manager for WKEF, channel 22, said no date had been set for WKEF presentation to ABC, but he spoke highly of the company's chances, whenever that time comes. "In general, our company is a highly thought of broadcasting organization. Years of experience behind it, as many as it could have behind it because we had the first." (WKEF's home station in Springfield, WWLD, was the first UHF Station in the country, Mitchell said, while WKEF was the first in the Dayton area.) Officials for WKTR-TV could not be reached for comment last night on whether a date has been set for them to make a presentation. Victim's Body Still Awaits Next of Kin SIDNEY The body of a man killed in the crash of a stolen car near here last week is being held at a Sidney funeral home. The Ohio Highway Patrol has identified the victim only as Griffin Bernard Braithwaite, about 22.

Address and next of kin of the victim still have not been learned, a spokesman at the Piqua patrol post said yesterday. The man suffered fatal head injuries when the car he was driving crashed on Ohio 29, about seven miles northwest of Sidney. Patrolmen said the car had been stolen in Michigan. A spokesman at the funeral home said the body will be held "Authorities or the coroner" authorizes its disposal. David and Julie Given Expo Role WASHINGTON (UPI) President Nixon will be represented by his daughter and son-in-law, David and Julie Eisenhower, at Expo 70 in Osaka, Japan next July, the White House announced.

A White House spokesman said the Eisenhowers, both 21, will participate in July 3 ceremonies for United States Day at the exhibition. Huston, director of the Greene former, Welfare Department, will be held at 10:30 a.m. tomorrow at the Neeld Funeral Home in Xenia. Huston, 66, of 191 Kinsey Xenia, died Saturday night at Greene Memorial Hospital here. He was hospitalized with a heart condition. Huston retired as Greene County welfare director Feb.

28, 1969, after serving in the post for 17 years. He became the first director when the department was established Jan. 1, 1952. He also was a member of the Greene Memorial Hospital planning board and a past master of Xenia Masonic Lodge No. 49.

He was a member of Westminster Presbyterian Church. Survivors include his wife, Dorotha E. Huston; two daughters, Mrs. James Turnbull, Cedarof Beavercreek, and seven ville, and Mrs. Donald Jimison, Xenia; a brother, Raymond grandchildren.

Burial will be at Mt. Zion Park Cemetery. Friends may call at the funeral home from 6-9 p.m. today. The family suggests contributions be made to the intensive coronary care unit at Greene Memorial Hospital or to United Voluntary Services, Xenia.

tomorrow CHICKEN CHICKEN THIGHS lb. DRUMSTICKS lb. The Dayton Police Department is considering renaming the police academy at Guthrie Road and McArthur Avenue in honor of James L. Mobley, the rookie patrolman who was killed in the line of duty Jan. 24.

Mobley was a member of the first graduating class at the academy which was dedicated July 30, 1969. Police Chief Robert M. Igleburger said the suggestion was given to him at Mobley's funeral by Robert Wasserman, then Igleburger's administrative assistant. Since then Tyree Bro field, new administrative assistant, has received a few calls from citizens with the gestion, Igleburger said. Igleburger said he is asking other officers for their thoughts on the idea.

The official name of the academy now is the Dayton Police Academy. Police Arrest UD Celebrants About 50 University of Dayton students were arrested Saturday night during celebrations of the UD basketball team's 95-79 upset victory over Notre Dame. Police said several residents in the area complained of the disturbance.
