Aceordingto a calculation which has recently been made by German railway officials the expenses of fast trains are 25 per cent, less than the expenses of slow trains.

The locomotives are not turned to aich good account in slow as in fast trainsrthe cars are so much longer on the way and the servants of the railway after long journeys require longer rests than after journeys with fast trains. The result of these calculations is that the railway administrations are being advised to run fast trains whereverit is at all possible, instead of the slow MORE PROSPERITY As Shown in Factory Inspector Campbell's Report. 773,443 PERSONS AT WORK The advance agent of prosperity continued his good work in Pennsylvania last year. Factory Inspector Campbell has submitted his annual report to Governor Stone for the year ending October 31st, 1900, in which he says: "This has been the most prosperous year since the organization of the department. jji.u.iLj ui wu esiauiisnmenxs nave enlarged their plants, and new enterprises have been started in almost every section 'of the State, as shown by the statistical part of the report.

Employment of Children. "The act, creating the Department of Factory Inspection, was passed in 1S89. Children could be employed from 12 to 16 years of age, providing they had certificates from their parents or guardian, as to their age, etc. The law provided that peaces' employing less than ten minors or ten were not amenable to the law. The first year's report of the department, ending October, 1899, showed' people employed.

Of that number, 30,437 wore between 12 and 16 years of age, or over 1 per cent, of the total number of employes were children. The age limit of children was increased in 1894, to 13 and 16. In 1897 the law was so amended that the department can inspect establishments named in the law, where men, women and children are employed, regardless of the number. "The report for 1900 shows the total number of employes to be 773,443 35,440 between 13 and 16 years of age, or less than 5 per cent, of the total number of employes being children. Many establishments will not employ children between 16 and lb years of age, on account of the law requiring ages certificates and record books to be kept on file.

These officials should be prohibited from issuing permits to children wo are unable to read and write. Accidents. "There were twenty five hundred and fifty seven accidents.

Most of them were due to carelessness. One hundred and thirteen were fatal, four hundred and seventy nine serious and nineteen hundred and sixty five less serious. If the department were given the same power as a coroner, to investigate accidents, I have no doubt the result would be beneficial. Bake Shops. "The bake shop law has been in force about three years.

While it has resulted in improving the sanitary condition of the shops, some of the sections should be amended.
