Sir Charles Cameron attended, Mr. M'Sheeby, to the Corporation, prosecuted. Mr. Keogh (instructed by Mr. William Robinson) Mr Toler having proved he obtained a sample of the milk supplied by the defendant the Workhouse on the 11th of Hay, and brought it to Bir Charles Cameron, who certified it contained 22 per cent of water, For the defence, Mr.

Jenkinson, master of the was examined. He had tested with the lactometer every morning the milk supplied to the workhouse. He had always found the milk supplied by the defendant answering; to the lactometer as good milk. The result of each testing was entered in the book (produced). Te Mr.

M'Sheeby Witness did not make the entries in the book. Wardmaster Keeley deposed the entries in the book were made by him. and the entry on the 11th ef. May showed Menton'e milk to be-good. He put the lactometer into the milk, and Mr.

MGrane was aiong with him. Witness used to uise it, and JI'Grane put down the numbers. It was not my duty to do this at it is the master's or the assistant master's Witness first put tha test into a memorandum bck, and then he pat it into the book produced. On yesterday Major General Hutohin3on, li completed his inspection of tha West Clare Rail wav, and intimated that he would report favour ably to the Beard oi Trade, so that the railway may be opened at once ior pumie traffic. Ail arrangements haying been made en behalf of the company, it is decided that the regular train serr vice shall be commenced on Saturday, 2nd July. There will be a service aftnree trains each way daily running in conneeiion with the trains arriving: at ana departing trom isnnis, ana on Sundays during tie summer excursion trains will be run to the Atlantic coast. The West Clare Railway is the most important oi these constructed under the Tramways and Light Railway Act, 1883, which have yet been completed.

The changes in Rentes and in leading Foreign Stocks, as compared with yesterday's closing prices, were quite unimportant. Three per Cent Rentes receded 10c for account.

Othei movements were insignificant Suez Canal Shares receded 5f, Italian Rentes, 17Jc; Panama, 2f 50e; and Spanish Exterior, per cent. On the other hand, Ottoman Bank Shares recovered If 25o; Turkish Stack, and Egyptian Unified Stock, If 25c, Cheques higher, at 25-22. Private discount, 2 per cent. Berlin, Thursday. A better tone prevailed on to-day's Bourse in consequence of more favourable tendencies telegraphed from abroad, and also in sympathy with a rise in Mining Shares.

Vienna, Thursday. Business on the Stock Market continues very restricted. Hungarian Geld Rentes were slightly firmer. Lombards receded 2fi, and Credit Anstalt Ifi since Wednesday's closing. KINGSTOWN COMMISSIONERS.

Wednesday a meeting ef the Commissioners ef Kingstown was held in the Town Hall, Herron, Esq, in the chair. The other commissioners present were Messrs Gibbon, Wallace, M'Evoy, Williams, Bidwell, Strane, Rockford, Brown, Begg, and Murphy. The Town Clerk, Mr. Donnelly, read a report from the committee appointed to inquire into tha work of the different departments of the township. The report recommended certain alterations in reference to the collection of rates, the payment of a fee of 2s for each irrection the rate-book, and that 4d in the 1 be allowed to the collector on all sums collected before the 1st November, the fee to be reduced to 3d on sume collected after that date.

The report also recommended the making of certain alterations in the Town Clerk'e office, as te shelves, books, etc, to be carried out under the direction of the Finance Committee. On the motion of Mr. M'Evoy, seconded by Mr. North, the report was adopted. Colouel Bin well moved that the solicitor be instructed to proceed with the appeal to the House of Lords against the recent judgment of the Court of Appeal ia reversed the injunction order of the Vice-Chancellor.

Mr Murphy seconded the motion. Mr. Robinson moved that the Waterworks Committee be requested to receive a deputation with a view to an amicable settlement; Mr. Brown seconded the amendment, which was adopted by eight votes to four. When the amendment was about being put as a substantive resolution, Mr.

Murphy moved an amendment which was similar to that of Mr. Robinson's, with this addition And that should an amicable arrangement be not entered into with the Waterworks Committee, the deputation to have power to take the necessary steps te lodge an appeal to the House of Lords from the judgment of the Court of Appeal of 15th July, 1886, reversing the decree the Vice-Chancellor in the injuntion brought by, this board against tha Corporation Dublin, provided tha the costs of lodging sue1 an appeal do not exceed 120." This amendment, waioh was seconded by Colonel Bidwell, was carried by 8 to 4. Chamberlain's Uik is not one of argument, as Sir George Trevelyan's was, it is one of remonstrance and complaint. Mr. Chamberlain is in the mood of suspicion. As the thief doth fear each bush an officerj" se he sees in every reference to his sayings and doings, which is not extravagantly laudatory, bitter insinuations or personal attacks. Other people have seen nothing oi the kind in Sir George Trevelyan's letter.

Mr. Chamberlain sees little else. The explanations in his present letter seem to show that Mr. Chamberlain's conditions reunion.were double. They apparently involved not only the abandonment of Mr.

Gladstone's schemes but the unconditional acceptance of those of Mr. Chamberlain. The coitceession i all to be on one side. There is to be no compromise, but complete surrender, His letter increases the force of Sir George Trevelyan's appeal to the Liberal electors Hy show, ing that appeal to be utterly impregnable against argumentative refutation. Yesterday at Drogheda the. Boyne Regatta the inan- snral fixture of tho. Irish rowing season was held under very favourable auspices: The elements were most suitable to a meeting of the kind. There was a brilliant and almost tropical sun, the intensity of which was, however, tempered by a pleasant cooling breeze. Perhaps the only drawback from a merely natural point of view was the prevalence of clouds of dust, these, however, being the necessary outcome of the combined influences of wind and It need 'scarcely to be said that the executive, following their pre-: cedent, left nothing undone to secure the comfort of all visitors, andjtbe hospitality of Drogheda was once more eminently manifest.

The attendance was large, and not only so, but the fashion and beauty of Louth and Meath ornamented the general surroundings. To complete the enjoyment the band of the Liverpool Regiment discoursed a charming selection of music during the pro- gress.of the events. As regards the rowing little need be said in addition to the. very auiple details riven below. One thing, out of the ordinary course, occurred however, and, to this some slight reference must ba made.

This was in the sculling race for the champion ship of the Boyne. Only two com petftors contested the coveted honour, these being Kelly, of the Pembroke Rowing Club, Dublin (holder), and Elcock, of Drogheda Rowing Club. The race, as a raee, is fully de. oribed below. But in view of subsequent and unlooked-for complications, further particulars must necessarily be mentioned.

A hundred yards or so after the start the two competitors came into collision, the contretemps occurring by general consent in Elcock's water. The latter claimed a foul, but rowed on, and, at half distance, Beemed like beating Kelly, regardless of everything. In the issue, Elcock went unaccountably to pieces, and Kelly won as he liked. Before leaving his boat Elcock ladaed an objection against the race being awarded to Kelly, and this was sustained by one of the umpires. Towards the conclusion of the programme, however, things assumed a different aspect, and it transpired that the two umpires held opposite opinions.

This being so, the final decision was left to a third party; and with a view to finding a practical, and, at the same time, impartial referee, Mr Peter Crinion, of the Neptune Rowing Club, was ebo-en, with the result that Mr Crinion decided in Kelly's favour, holding that the foul, if foul it was, did not interfere with the legitimate outcome of the contest. And so Kelly is, for the fifth time, champion sculler of the Boyne. At the distribution of prises the affair gave rise to something approaching a scene; but all's well that ends well, and so the matter came to a peaceful conclusion, leaving the Boyne Regatta to end as it has always ended -in harmony and good fellowship. Mr. Reache in his evi dence said thaths was executor to a lady of the name of Dunne, who had left a sum of money to be paid over to the mac named Pirn. The prisoner had written to the witness several threatening letters, and used threatening language to him at his house yesterday.

Witness then gave him into custody, and at the station another letter of a threatening character was found in his pocket addressed to witness, Mr. Pirn said he was merely looking after hiaown interests. The defendants having premised not to go back again, the ease waa adieumed for three months, and the chair man said the end ef that time there would be only a noml penalty imposed.
