The South San Francisco club is well on its way to accomplishing its goal of building a facility to serve 3,000 local youngsters.

In fact, over three-fourths of its campaign goal of $150,000 has been reached. This, in addition to the physical work in process on their new building, results from a spirit of cooperation that prevails throughout the community. This is an intensely personal and far from footless hobby with an insidious appeal that grows upon the collector, often unconsciously at first, and steals away all the on the floor of his or her closet. Anyone can start in a modest way with a pair of old tennis shoes bought at a fire sale or a church society rummage. They must be worn at least once to qualify as collector's items, but it is better if they are used until they reach that interesting condition of "not much use, but too good to throw away." For most collectors this is the prime criterion in adding a pair of shoes to their private museum. Some women, however, make a specialty of collecting shoes that were worn only once and pinched like fury. -tr ti Women's collections, however, usually get off to a good start and, when the honeymoon is over, they will need the lion's share of a closet floor for their hoard.

-k ti Many of the gals always demand the box when they buy shoes and this is the sure mark of a collector. Half a century later they may still be keeping the shoes in the same box and in the same tissue paper. There will be examples of every kind of heels from the rhinestone Cubans of the Tango era to the "wedgies" of late, unlamented memory. There will be sandals and Samba slippers, and, in a truly fine and rare collection, a pair of the fur-topped galoshes that were a brief but universal rage circa 1930. Today's floor destroying chisel-spike heels may be a prize item ten years hence.

Fine male shoe collections sometimes contain Army boots of the vintage of World War or World War II paratrooper boots. They also include such curiosities as Hurachcs, a pair of Kansas city boots worn one crippling time, and a pair of ski boots with the splints still sticking to them. More common items are paint-stained shoes that never did get cleaned up. A pair oT slippers with a bulge that matches a bunion often snuggles in the same corner with mildewed Romeos in which the elastic sides have long since given their last stretch. Male or female, shoe collecting is about the only hobby you can start on a broken shoestring.

Outwits Cons A new law by Assemblyman Louis Francis of San Matco has been signed by the Governor to relieve taxpayers of addilional expense in unnecessarily supporting prisoners in certain cases. The Francis bill provides thai the County Parole Board could release a urisoner on parole for a term not exceeding two years without first getting the consent of the prisoner, which is now required by law.

It was supported by the San Maleo County Board of Supervisors. In explaining his measure. Francis said, "The present law requires that the prisoner's consent must be obtained before he can be released on parole. This is frequently found to be a handicap for the administration of justice. Furthermore, it cosls ocal taxpayers addilional expenses for the support and main- of the criminal who refuses parole.

"For example." he pointed out. 'there arc cases whore a de- aincr has been placed on a prisoner because he is wanted in another jurisdiction for some other, and frequently more serious, violation of the law. When he prisoner refuses to give his consent to be placed on parole, liis subjects the taxpayers lo further expenses which would be eliminated if he could be de- ivered to other authorities seeking his custody."
