11 sXSS! fSi -OpNB ULSTER CONSBBVATIYES AXD THE LOCAls GOVEEJSTMENT BILIi. The "Irish Times" London correspondent sayf) Th troth about the relationship of the Ulster Conservative Members to the Irish Local Gcverj.melit Bill is that tJiJi Ikive simply apprfcacil the Prime Minister, Mr Balfour, and Mr. Jackson, with the object of securing far as possible that the bill shall provide safeguard for the interests of the loyal rninoriiy. Lord Salisbury; and his colleagues received the representations very sympathetically, but have candidly adTnrfccd" that tihey do not hope to be able fully to satisfy the requiremeiita of the party led by Colonel Sannderson, rad admit thai they cannot expect from those gentlemen entaujsiajfcK support of the bill in all its details. THE WELSH DISESTABLISHMENT CAMPAIGN.

A conference of the Welsh National Council was) held in the City Hall, Liverpool, yesterday, Mr. 3, Herbert Lewis in the chair. In opening the proceed-' ings, the Chairman expressed a hope that the council would have the support of English Liberals in this great contest. That support was fairly earned by tinj Welshmen, who had for so long sent such a solid phalanx to Parliament to support successive Liberal Govern-: ments. The first resolution, moved by the Rev.

D. Powell was to the effect that the time had arrived for the disestablishmeiit and disoudowmeat of tie Chnrcli of England in Wales, and that the continued existence) of this Church was intolerable aiid unjust, and demanded that tliis question should be dealt with by the Liberal party immediately on its return to power. The Eev John Hughes seconded the resolution, and said they came there not to oppose the Church as a spiritual organisation, but as a State establishment, hindering true religion and exercising tyranny. The resolution, having been supported by Mr. Edward Lloyd, in Welsa-was carried unanimously.

The second resolution, moved; by Mr. Herbert Roberts, was to the effect thai tho meeting hailed with satisfaction the determination oi the council to prosecute a vigorous campaign in favour of disestablishment and disendowment, and promised to do all in its power to assist the Welsh Disestablishment Campaign CqmTmttee, by raising funds towardtf the carrying out of the work -undertaken by it. The motion was seconded by the Rev. D. M.

Jenkins, and supported by Hr. Ajarain Jones and Mr. Thos. Ellis, and carried. The third resolution, moved by Mr.

Thos Jones and seconded by Mr. Thoo. Gee, and carried, waa to the effect that Welsh and Ncfficom'oTAnist electors of Liverpool should be urged to see the importance of tha questlon of the disestablishment and disendowment of tbs Church, of England in Wales, and called upon them to vote for no candidate for Parliament unless he was! prepared to give a pledge to support a measure for the attainment of these objects. In the evening a public) meeting was held in Hope Hall for a similar purpose. THE LEAD-POISOimfG AT WAKEFLELD.

The Waterworks Committee of the Wakefield CorpoJ ration have decided that Dr. Tidy and another expert shall be engaged to thoroughly investigate the question of alleged lead-poisoning from the use of the water snpjoieoj from the Corporation works, with the object of ascertaining the cause, and applying such remedial measures as the Corporation may be advised to be necessary and. expedient. One of the main objects of the inquiry will be to make an exhaustive examination of the water front its source on the Rishworth Moors to the point at whiai it is delivered to the consumer. HOTEL EOBBEEY AT SHEFFIELD.

A respectably dressed young man, who st first gavel ifrwo false names, but who now admits he is Herbert) Power, of Shipley, near Bradford, was charged at the Sheffield Town Hall yesterday with having etolea jewellery of the value of 125 from the Green Dragon; Hotel. His arrest come about under peculiar stances. On Thursday morning he entered a pawn-i broker's shop, and offered a valuable diamond ring ias pawn. He said it had been presented to him, and when, asked whether he knew its value he said he had been, offered 10s. for it by a friend.

Suspicion being aroused, the ring was detained, and he was asked to bring a notai from the friend. As soon as he had gone the policet were communicated with, and at the same time tiejj heard that some one had entered the bedroom of thei landlady of the hotel, and taken the jewellery. After; a keen search, the prisoner was found in a public-house, and the remainder of the missing jewellery was then in lis possession. He told the Stipendiary that the reasons why he had not given his correct name was because hel did sot want his friends, to know of bis disgrace. Hei was remanded till Tuesday, in order that inquiries mighg be made about him.

TYPHOID AND WATEE-STTPPLY AT BAWMARSH. 35te fresh outbreak of typhoid fever reported at Rawmarsh, near Rotherham, has once more directecj atcention to the local water-supply, which appears, from! the report of the medical officer, to labour under! something more than a strong suspicion of being thai cause of the rniwhief. During eighteen days fifty-H three cases had come to his knowledge, and from, this cause had already occurred, the epidemic having spread in that time very rapidly and uniformly over the parish, making its appearance in houses thai are in a good sanitary condition. The theory "seasonable influence acting in general soil pollution'' is, ss Dr. Picken points out, not reconcilable with the fact that surrounding districts in no better sanitary condition are entirely free from the disease.

The milk-; supply has iratUTally been suspected, but some of ths Rawmarsh nulkmen supply neiglilxuring villages winch' belong to the urinfected "districts referred to. Two of tie sufferers, moreover, had not tasted mite for a fortnight. For these and other reasons connected witts the present as well as other recent outbreaks, Dr. Pickens comes to the conclusion that the cause is to be found ia the Rotherham water, which he describes as muddv the reservoirs, and confaminated bv the drainage irons heavily manured land. "Daily Newsl" THE 'BUS CONDUCTOR'S BIGHTS.

John Calley, a Manchester omnibus conductor, baa stood firm on the footboard for the privileges of his order, and has won an important victorv" over the borough police. It happened the other day that there wss a great football match, which was attracting numerous visitors to Whalley Range, in the suburbs that city, and John Calley, plving for passengers in Mosley-street, "thought it no sin." as the son? sr. to cry aloud. "This way for ihe football match." "a poBce-constable, however, regarding the matter with a different eye, requested John Callev to be silent, and it was for disobeying this injunction that ih latter was summoned before the magistrates. The result has shown that John Calley wasVithin his legal rights.

There is, it is true, a "local bye-law that no? owner, driver, or conductor shall tout for or importana persons to enter his omnibus, but the regulation concludes with the important words "to the aanovaace of any such person or persons." As John CallevVas noti shown to have annoyed "any such person or persons" the complaint him fell to the cround. 'Dailv Aews. THE ABANDON1IENT OF THE BARQUE KATE SAJfCTOISr OF LANCASTEB. DEATH OP.
