Miglil I'alrols in Newark's Vigilantes 'Don't Like Militancy, Period 9 By TOM TIEDE (NEA Staff Correspondent) NEWARK, The car is parked on 71 Avenue in this city's North Ward. Inside, five men sit in total darkness. Now and then the glow of a cigarette lights up a grim, silent face. The men are vigilantes. They are members of something called the North Ward's Citizens' Council.

Their job is voluntary: to patrol the Ward's streets during hours of darkness and "assist the police" in any way possible. They are all young, sport- shirted men. A maintenance man is driving, a high school kid sits beside him. In the real- there is another prepsler. a college student and a man who doesn't give his occupation.

None of them have any law enforcement tniining. They just sign up for duty, they say, and are accepted. They are assigned to a patrol car whenever they have an evening free, or a few to kill. "Quiet tonight," driver says. He's the only one who talks.

A police radio is lying on the floor. It statics occasionally hut the IT are no calls. The driver says the radio and the car belong to him. He donates them, and his own time as well, five or six evenings a week. i i "None of us money for this," he says.

"The only thing we gets is satisfaction. If we can stop a mugging, or a rape, or if our women are safe walking the streets, that's our only reward." The rest of the vigilantes nod, seriously. "Like we gel a lot of calls to I escort people," the driver Unties. "Women need escorts to the grocery store, or to work, and we give it, to them. That's our job: to make the slreets safe, understand?" The job, says the driver, is not always so quiet as it is tonight.

The vigilante patrols were formed a couple of years ago following the spring race riots, and since then several volunteers have been wounded I in action. There was the one guy, for example, who got shot in the leg when he tried to stop a burglar. There was that other guy who had to have 24 stitches in his back after going to the aid of a woman being as saulted. "Them guys had guts," says! the driver, "real guts." In front of the driver, on the patrol car dash, are two plastic construction helmets. The driver says they are for use in I case of riots.

"You know," he says, "the niggers is always tossing bricks." He removes the helmets from the dash. "Tony don't like them show- Ing," he says. Tony Is Anthony Imperiale, Newark city councilman and founder of the North Ward's Citizen's Council. The vigilante patrol was his idea. So were the plastic helmets.

So were the military fatigues the vigilantes used to wear, before New Jersey's governor ordered such garb removed. "Tony's a wunnerful guy," says the driver. "He's building this neighborhood back to what it was before everybody got scared of the niggers." Yeah, the other men nod. Tony's a "wunnerful" guy. "Look," the driver mumbles, "don't get us wrong here.

"Like, lemme give you an example. I'm a Catholic, see. But the other day I was at one of these goofy demonstrations that go on. And this here Catholic priest was supporting the demonstrators. Well, you know what I did? I spit in his face.

And him a priest wearin' a collar. "Like I said, we just don't like militancy." The driver says he'll be on the lookout for militancy until early this morning, probably. He is conserving gas now, while it's still quiet but when militancy picks up he'll drive out after it. He says his men do not carry guns. Sometimes they use their fists, but no weapons.

When they get a call, they leave immediately, often arriving before the police. Once at a crime they may do one of two things: they may make citizen's arrests, when no police are present, or they may just sit in their car to see if their help is needed. and Mrs. Earl Bettin, Early. Tht driver smiles, satisfied with his explanation. He reaches for the police radio and adjusts the volume. Then he sits back and joins the others in the silent darkness waiting for some militancy to happen.

MANNINf) The Manning Win-or-drin 1 II Club hold its regular on Monday. Mnrch 17, at the elementary school cafctorium. President. Vernon II a called the meeting to order at 7:30 p.m. Minutes of the previous meeting were read and, approved and the treasurer's report given.

Club members were reminded of the Iowa 4-H Chorus and the State 4-H Camp to be held this summer. Project enrollment reports were filled out and turned in. Vernon Hanscn gave a talk on "The Use of Fuses." Lunch was served by Ron Hill and Jay Drees following adjournment. The regular meeting of the Carroll Jollyettes 4-H Club was held April 1. at the Farm Bureau building with Janet Grundmeier, president, calling the meeting to order.

Roll call, on "An item of nature and why it has beauty," was answered by 21 members. Main business of the evening was discussion of the health clinic, slate conference and camp. Talks were given by Janet Grundmeier, "Learning about sculpture," and Betty Koester, "I train my eyes to see the secrets of true beauty."
