Curtis Kastner, patrol captain or the Marine Resources Region of the California Fish and Game Department, said the state is well aware of violations of that law within the last two weeks and Intends to take action. Kastner said tbe law was made to enable people to fish from the beaches along the coast. Although the bass are running right now, Walton said that party boats are significantly slowing down business at Pacifica beaches by depleting the stock. "There's also a safety factor. Those boats are working In shallow water and rough breakers could endanger the passengers by capsizing the boat," Walton said.

He added, "Tbe same thing happened last year and we hollered about it, and I think they (the state) fined the nys ISO or so." Kastner said the Fish and Game Department may choose to take one of three actions against a violator: It could issue a citation, make an arrest, or if there were any mitigating circumstances, request the district attorney to issue a formal complaint. Gonella has sent letters to the three agencies explaining the new policy. He added that UK board has been considering discontinuing flat funding for about a year, In favor of purchasing specific services. "This will give us the opportunity to assess and evaluate our needs," he said.

Gonella said tbe decision is no reflection on the level of service provided to the district by the PYSB. "We've probably gotten our money's worth-, but it's a question of spending it on specific services we need," he said. 3 Cars Wrecked In Wild Chase SACRAMENTO (AP) Five supermarket employes who chased a gunman out of their store wrecked three autos in a wild chase which ended in the arrest of a 38-year-old man. Officers said the market employes and the fleeing man traded numerous shots as they roared at high speeds through quiet city streets in a six-mile predawn chase Thursday. One of the store clerks crashed into a utility pole.

Another wrecked his car using it as a roadblock. The transmission fell out of a third market employe's car. The arrested man's car was also smashed in two collisions. There were no injuries. Alter a'couple of the i cars were wrecked, a state policeman joined the chase.

Finally a city policeman overtook the last two pursuing autos and ran tbe fleeing man's car off the street in a residential district and arrested him. Officers said Shelby Mercer, 38, was booked in county jail for investigation of robbery and attempted murder. The incident started at 2 a.m. at an all-night Safeway supermarket, where a gunman ordered clerks to dump the contents of their cash registers into a paper gunmen warned the clerks Be would "blow off your heads" if they followed, and he pumped 13 rounds into the front windows to prove his point. But before he was out of the parking lot, five of the employes had piled into four cars, and the chase was on.

Alvaro Mechaca's car dropped its transmission on the street after a sharp U- turn as a few shots were exchanged. A mile later, Anthony Call jpare lost control of his car and crashed into a utility pole. Alan Cook used his car as a roadblock after the fleeing man drove onto a dead-end street. His car was disabled In tbe crash, but the fleeing car continued with Marvin Clark still in pursuit with his passenger, David Hlllis, firing out the window. A state policeman who came upon Cook's wrecked car Joined in the chase, and finally city police officer Albert Najera forced the fleeing car off the street.

Said Cook later: "Safeway's not too happy about the risks and stuff. The police thought it was real nice, though."
