No such disaffection exists in North Carolina, arid no such meeting has ever been held.

Thepeopl ofNorfh Carolina are united and enthusiastic in their sujlport of the Confederate Government, and are d'eter-under no -circumstances to ground their n.till the independence of the Confederacy is amowlooedrby our enemy. Before the State seceded, there was Cardlinaj as in every Southern Se, and as there will always be-in every popular' Government, a di-rided-puBlic sentiment as to the wisest policy to be pursued for a redress of the. grievances suffered at. the hands of the Government of the United States, but the proclamation of Mr. Lincoln, in contravention of all law and authority, calling but 75,000 men ostensibly to hold, occupy, and possess af-ew forts and an armoury at Harper's Ferry, a force so dispro-portdoned to the object announced that the whole people were aroused to a sense of their danger, and the Act of Secession was passed by a unanimous vote of the Legislature, and was subsequently ratified by a State convention representing the sovereignty of the people.

This action occurred in the month of April last, and since that time I have never heard in my extensive association with the people a single expression of opinion in opposition, but, on the contrary, a universal sentiment of concurrence its propriety, justice, and necessity. Before I left America the State had sent to the seat of war Virginia, ful'y armed and equipped, 33,000 volunteer troops, infantry and riflemen, and a splendid regiment of cavalry numbering 1,094. There were 6,000 troops on the State coast, and camps of instruction established at Raleigh, Ridge and Gareysburg, and the number 1 of volunteers still offering was so great that General Martin, Commander-in-Chief of the State forces, under orders of his Excellency the. Governor, had issued a proclamation in-forrmng the people that no further troops were needed, or could be A simple statement of these facts is a sufficient refutation of the idea which Mr. President Lincoln so earnestly and persistently seeks to create abroad, that there is a Union party in the Confederate States.

It may stat purposes to create such an impression, as a justification of his course in waging a wicked and atrocious war upon a.gallant and noble people, whom he is perfectly aware he can only wound never conquer, but he will find few charitable enough to believe him actuated either by truth or honour. The further statements of the papers of the United States, which hav.e been extensively reproduced in the.British press, that large numbers multitudes, indeed, of the people of 4. ruiu uer gone 111 and taken the oath of allegiance to the Government of the United States are likewise devoid of truth. On the isolated and barren strip of sand where Fort Hatfceras is situated therc.are several hundred wreckers, who support themselves principally by decoying vessels to their destruction by dis-playingfalse and about a hundred of these desperadoes, who live without the sense of any duty they owe to God or man, and who did not wish to be disturbed try new neighbours, went in and took the oath after the fort fell. If the Yankees were dislodged to-morrow, they -would take a second oath, with equal alacrity, to whoever rnight next occupy the waste.

If any meetingfavourabfe to Mr. Lincoln ever took place in North Carolina, which I do not-believe, it could only have been composed of these wreckers, acting under the auspices of their new-fledged friends, the Yankee invaders, and the salutary restraint-imposed by martial law and the guns of Fort Hatteras. Ths statements in the alleged proceedings of the meeting in Hyde county, that the writ of habeas corpus, the freedom of speech and of the press, and the right of trial by jury, had all been suspended in North Carolina are utterly false. L. P. The Galway Mendicant and the Irish Secretary. Sir Robert Peel has met a new antagonist in the redoubtable clerioagiii Father Daly, who has reigned for years -as thav" dictSSjTsof GSway.1.' On Friday the latter summoned a meeting' of his lieges, over which he presided as chairman, for the purpose of hearing him denounce the Chief Secretary. Father Daly stated that "He was at the terminus of the railway when Sir Robert arrived, and that several of the Town Council-were also there that in presence of Sir Henry Brownrigg, and in hearing of County-Inspector Jackson and Sub-Inspector Cnllen, he asked Sir Robert Peel, Can Father Daly render any assistance to Sir Robert.

To be bored about the old.story of the claims of Galway and its magnificent harbour at a moment when the urgent question with the visiters was whether the place could produce a good dinner, was intolerable. Sir Robert probably thought that Father Daly aud his Town Councillors might have waited till he went to the hotel, before assailing him with a repetition of the importunities with which the ears of the Government had been so long fatigued. If, under these circumstances, the Chief Secretary answered rather curtly, and pronounced "No" in a lone not the most agreeable to his greedy tormentors, who can blame him? Besides, it is likely that Sir Robert Peel had not forgotten the comical version which the same busy and presuming clerical politician had giveu of his dialogue with Lord Palmerston, when he threatened him with the Irish vote, if he did not promise to restore the -subsidy. The Prime Minister treated the threat with contempt, and.

the Irish Chief Secretary seems to have thought the unseasonable and impertinent obtrusion of Father Daly and his companions as deserving of no better treatment. Short as the time was, however, Sir Robert Peel saw enough in Galway to justify the language he used. He saw that there was no trace whatever that Galway had been a packet station not a single improvement, no sort of accommodation for passengers, not even a shed to shelter the poor emigrants from tho rain while waiting to embark nothing done by the inhabitants to show that they were worthy of being trusted with the public money, or that they were capable of doing anything except in the art in which their preeminence was already established aDd unrivalled the art of begging for public money. No wonder that an English gentleman, who so highly values the virtues of self-reliance, and preaches it so energetically, should hurry away from such a place with a feeling of impatience, if not disgust." Death of an Artificial Florist from Poison in HER Work. On Monday an inquest was held by Mr.

Brent, at the Silver Cup, Cromer-street, Gray 's'-inh-road, touching the death of Matilda Scheurer, nineteen years of age, who was deprived of life by the deadly effects of poison imbibed into the system during her engagement in the manufacture of artificial flower leaves. Mrs. Louisa Scheurer, a widow, mother of the deceased, deposed that she was present at the death of her daughter on the Wednesday morning previous. On the previous Thursday her daughter was taken ill, and complained of a pain in the side and intense thirst. She was seized with vomiting, and the refuse of the stomach was of a gi ish colour.

Witness took her to the doctor on the following morning, who told her she was again suffering from the effects of poison. She had been ill several times before, and complained of pains in the stomach and sickness tor the last year and a half. She was engaged as an artificial florist iu the warehouse of M. Bergerond, of Judd-street, Brunswick-square, and up to the time of her death she had been employed in leaf making. The leaves were made of wax, and, while wet, emerald green powder was sprinkled upon them.

She was in the greatest pain until she becime insensible, when death put an end to her sufferings. Witness did not believe that the green powder which her daughter was in the habit of using had been taken for a suicidal purpose. Mr. James Thomas Paul, surgeon, of 26, Burton-crescent, New-road, deposed to knowing the deceased well. He had attended her four times within 18 months while suffering under the same effects.

She had on those occasions recovered under his treatment. He had made a post mortem examination, and found the body of a greenish yellow colour. The eyes were also of that colour. The nails were very green, and the countenance was of a particularly anxious character. The lungs gave presence of arsenite of copper, the liver being highly impregnated, as also the mesenteric glands.

The stomach was much inflamed, with bunches of gangrenous ulcerations. The kidneys were healthy. There was also inflammation of the mucous membrane of the bronchial tubes, no doubt caused by the contact with the arsenite of copper. The cause of death was acute inflammation of the mucous membrane of the stomach, produced by the inhalation of the arsenite of copper. II.

Bergerond said he employed ninety-eight girls in his establishment, and for the purpose of their preservation he had suggested the wearing of masks, but it was objected to bv them as producing excessive heat. I 17-71 HIGH LIFE. CONTEST FOR THE SUCCESSION Tp AN ESTATE. The inquiry into the aUeged lunacy 0f WilUani Frederick of Fellbrigg Hall, Norfolk, was brought conclusion on, Saturday. The. strictest privacy was observed throughout.

On the 9th of August last Mr. Windham attained his majority, and came into possession of an immense estate in Norfolk, which had. been devised to him by his father, who died about seven years ago. Fellbrigg -Hall, the family mansion, is a noble building. The pictures, bronzes, and articles of vertu in the hall are estimated to be worth 100,000.

The adjacent estate is of great extent, consisting parks, farms, and The timber, indeed, would fetch a fabulous sum, the trees for a century or more, have been untouched by the woodman's axe. In addition to this princely fortune, Ml'. Windham is heir to another -estate, now in chancery, producing about 20,000 a-year, but this he will not come into possession of untilhe attains the age of twenty-eight. The next heir to this latter property is his uncle, Major-General Charles Ashe Windham. With this uncle and other relatives young Mr.

Windham was not on the best of terms, and lie accordingly executed a deed barring the entail, in order to prevent, any of the property from, passing, into their hands. In support of the petition the affidavits of General Windham, Alfred Hervey, other relatives, were: read. They allege a' variety, of hsnvm- scarum boyish pranks on the part of Mr. Windham. A great' many parii.ciUars.respecting'the extravagant' life he had'led in town were also entered into, and great stress was laid upon the marriage which he had contracted.

The facts respecting this unfortunate alliance are, we believe, as follow Mr. Windjjnij; vrppn. coining drtp his immense fortune, was unhappily led into society by 110 means iSi for a gentleman of his station of life. Among his acquaintance was" a lady named Agnes Ann Rogers, better known- by the name of Agnes Willoughby, whom he accidentally saw riding in Hyde-park. Of this lady, who is possessed of considerable personal attractions, Mr.

Windham became deeply enamoured, and made her proposal of marriage, which, however, she at first refused. This may be accounted for by the fact that she was already in possession of 2,000 a year, which she must necessarily give up on her marriage. A solicitor was consulted, and the lady eventually consented to change her name from Rogers to Windliam, on condition that 800 per annum should be at once settled upon her for her separate use, and that her husband, on attaining twenty-eight years of age, should inoreasethis sum to 1,500. This was done, and the marriage was solemnised at St. John's Wood Church, on the of August last.

As might be expected, it turned out a most unhappy one, and at the expiration of about a month they parted; not, however, before the fair' bride had been presented by her husband with jewellery to the value of 14,000. She returned in a short time, and has resided with him at intervals until a few days ago, when she again left him. These circumstances are now alleged against Mr. Windham, as tending to show that he is of unsound mind, and in capable of conducting his own affairs. Other allegations st ate that he cut down a large number of trees on his estate; that he was of dirty habits with regard to his person.

that he was guilty of cruelty to animals, and that he was in the habit of driving a locomotive engine, attired in the costume of a railway guard. One'of his former servants deposed, amongst other matters, that he used to snore very loudly at night, and that she thought he could not be right in hi3 mind; whilst another deponent stated that he told Mr. Windham's father of his son's defective intellect, when that young gentleman was only five years of age. It was also stated that Mr. Windham had a most inordinate appetite for food.

The Lords Justices, after hearing the affidavits on ensr siue, consiuereu mat a prima jacie case naa Deon. made out, and allowed the prayer of the petition. A commission lunacy will, therefore, be issued, and a jury impanelled to try the question whether. William Frederick Windham is or is not capable of managing his own affairs. This investigation will, of course, be a public one, and no do.ubt, the facts of the case will be thoroughly sifted.

One incident relating to this extraordinai-y affairis worthy of special as it tends in some degree to: elucidate the manner in which the evidence against Windham was procured. When he found that doubts were entertained as to his sanity, he at once called in five eminent physicians, -Who had an interview with him of more than, two duration, and the result was that thev declared him of sound mind. Mrs. Windham. however, who was present on the occasion, had art idea that Dr.

Neale, one of the medical gentlemen, had been in communication with Major-General Charles Ashe Windham and in order the "better to ascertain the "fact," she invited Dr. Neale and Mr. Gwynne to dine with her husband and his solicitor, Bury Hutchinson, at the Euston Hotel. The invitation was accepted. What conversation took place it is of course impossible for us to say, but certain it is that it resulted in a quarrel.

Dr. Neale, in a frenzy, hurled a glass, at Mr. Hutchinson's head, which had the effect of stunning him. He then seized a chair, and dealt a tremendous blow at the' luckless solicitor, felling him to the ground. Mrs.

Windham fainted away, whilst her husband, who upon this occasion certainly evinced a large amount of common sense, hastened to call in the aid of the police. These functionaries soon made their appearance, and Dr. Neale was conveyed to the police station in Little Albany-street, on a charge of assault. On searching him, however, it was discovered that he had in his possession a large number of papers relating to Mr. Windham's defence, which, Mr.

Hutchinson averred, had been extracted from his pocket. TMe matter now assumed a much more serious phase, and a charge of feloniously stealing from the person was superadded to that of assault. In the course of the evening Major-General Windham attended at the police station, and bailed out Dr. Neale, who duly attended at the Marylebone Police-court the following morning to answer the charges preferred against him. The case, however, was privately settled, and the doctor was discharged from custody.

By what means this sudden change in the prosecutor's intention was effected we do not pretend to say but that the charge was made and dismissed, as we have stated, an inspection of the police-sheet at the Little Albany-street station, under date of the 7th will fully prove. War Office Reforms. Sir George Lewis has decided that the office of Assistant Under Secretary for War, now vacant by the death of Mr. Godley, shall not bo filled. The decision is less gratifying from the saving which will be thereby effected than because it is an indication that the new organization of the War Office is working well.

Since the hurried re-construction of the department consequent on the pressure of 1854, and the vastly increased magnitude of several of our military establishments, many plans have been tried with unsatisfactory results. We have the best reason to hope, however, that the system adopted within the last few months will prove an exception, and that the present arrangement of the office secures as much efficiency and freedom from complication as we can expect to obtain in an establishment so vast, and comprising within itself so many different departments. In addition to the Parliamentary chief and the Parliamentary Under Secretary, there are now two permanent Under Secretaries, oiie for the financial, the other for the military side of the office, and as we go downwards we find every clerk and sub-department responsible to either of these permanent officers. In effect there are but few questions as regards the ordinary work of the office which the two Under Secretaries are not empowered to decide, and thus at once a great deal of the delay and circumlocution which was matter of just com plaint under the old system has been removed. Any question of doubtful authority is immediately settled by a reference to the Under Secretary of the division in which it arises and if he cannot decide, ho has only to consult his colleague at the head of the other division of the office, in order that the matter may be settled at once.

Thus the two permanent officers are left full authority to deal with details and matters of ordinary occurrence, while upon the political chief rests those changes and questions of what may be called political import, for which he is peculiarly responsible to Parliament. Globe. Absconding of a Manchester Bankrupt. Monday was fixed for resuming the adjourned last examination in the case of Messrs. Daltons and Heap, at the Manchester Court of Bankruptcy.

Mi'. Atkinson, for the assignees, aud Mr. F. Robinson, for Messrs. Dalton, were present at noon, and the court was crowded.

On Monday week, the Learned Commissioner said that Mr. Heaps must come prepared to give at the next sitting an account more satisfactory than he had given of the missing 2,300 received from Messrs. Behrens and as to which he only stated that he had paid it to Mr. T. Dalton or Mr.

Cart-wright, the bookkeeper. After a few minutes had passed on Monday Mr. Boote, who haB appeared for Mr. Heap, entered the court, and handed a letter to Mr. Commissioner Jemmett, at the same time intimating that Heap had absconded.

Mr. Atkinson Your Honor will remember the application I made and pressed upon the court at the last sitting in this case (to commit Heap for not answering questions satisfactorily. The Commissioner (handing back the letter): Well, the first thing now is to hear Mr. Boote with respect to the appearance of Heap whether he is here or not, and if not why not. Mr.

Boote I wish to state that on Thursday last I sent Mr. Heap to London, to my London agent, to endeavour to trace these notes the missing 2,300 or part of that sum at the Bank of England. From inquiries I had caused to be made in Manchester, I believed that the large notes, at least, had found their way to the Bank of England; and I thought that the best course to adopt was to have them examined, to see if they bore any endorsement, and if so, in whose handwriting, so that they might be traced back to those who put them in circulation. Mr. Heap came back on Saturday morning.

He stated to me that he had seen the agent, that they had taken all the numbers that certain forms had been gone through, and that in the course of a few days some information would be obtained. I had a long interview with Mr. Heap on Saturday afternoon; we were together until three He told me that he should appear here this morning and I had prepared myself fully to go into this case. I had not the most remote idea, up to half -past eleven this morning, but that Mr. Heap would appear but at'half-past eleven a little boy brought me thisJetter t.

The following singular occurrence was witnessed on Saturday se'nnight in the neighbourhood of Colchester A solitary man, in a lamentable state of driving himself in his market-cart, was met in the Mersea-road by a well-known gallant major of the Colchester garrison. The keen eye of the officer perceiving smoke issuing from the driver's clothes, he turned his horse's head, and, clapping spurs to its sides, gave chase to the man on fire. As the pursuer neared the fugitive, the drunken man could not understand that he was to be so easily beaten, and, applying his whip to his horse, away he flew.

The major put on the steam also, but the pace was too; great and the road too narrow to enable him to pass the smoking man, who, from the draught caused by his flight, was unaware of his being, on fire, and leaving a broad trail of smoke behind so away they went, the wondering villagers turning out too late to stop the infuriate man. At length they reached a wide part of the road, of whioh the major' dexterously took advantage, shot past the drunken man, and actually, by dint of pulling directly in front, of the driver's horse, stopped the cart.
