March 7. 1975 Bob Foster ABCS NEW SHOWS WELL DONE, ONLY RATINGS BAD Television Reports of a major shakeup in the higher levels of the ABC Television network have started as might be expected with the problems being faced by the network this season. Ever since last September when ABC unveiled its new season, things have not gone well. In fact, with the exception of "Streets of San Francisco" and "The Rookies," the network has not had what you'd call an outstanding success.

As a result ABC decided to make drastic changes in its schedule in mid-season. It was with high hopes that ABC started its second season in January. A number of new shows were placed on the schedule with the usual amount of fanfare. However, despite a fairly good rating on the early episodes of "SWAT" and "Caribe," the mid-season changes have disappointing. In the last ratings, covering the week of February 24 through March 2, things looked extremely bad.

"Hot 1 Baltimore," a shocking and highly controversial half-hour series, has continued to plunge to the bottom of the rat- Ings. This really doesn't reflect the quality of the show. Despite what you might feel about the show from a moral point of view, it is better than average television. What it hasn't been able to do is make any Impression against the super-power of NBC's Friday night schedule. Barney Miller, really an outstandingly well written, well produced, and extremely well acted series, wound up in 57th position.

It seems to have done something in its early Thursday evening time slot, on the West and East coasts, but between the two it is a real bomb. In fact the low Middle West and Mountain States ratings are so bad they drag the show into the lower levels of the rating list. Last week it wound up in 57th spot. "Karen," for which the network had great hopes, has failed to make it too. This show really isn't as bad as the first couple of episodes.

But "The Waltons" are just too much competition for both shows. "Baretta," which seems to have devoted fans on one hand, and is highly criticized for its alleged violence on the other, has failed to make an impression against "Police Woman" and the CBS Friday night movie. With all these problems facing the network, it was inevitable that rumors that Marty Stargar, who makes the final decisions on programming, was about to, or had resigned his post. LAST WEEK THE BBC in England telecast the British Screen Awards, a sort of combined "Oscar" and "Emmy" night. Instead of handing out awards for television and motion pictures on separate occasions, it is done in one big Peter Lennon, the television reporter for The Sunday Times, took exception to one of the awards.

"Anthony and Cleopatra," Lennon felt, was not quality television. He was not alone. When the show was seen In the U.S. on ABC several months ago, it established a record by coming up with the lowest rating ever for a drama show on television, a 3.2. "The members of the Academy," Lennon commented, "must have felt guilty about not honor- ing Shakespeare as a TV writer before A READER RECENTLY asked what might have happened to "Colditz," a series made by Univeral Television for the BBC.

The series, based on the true accounts of life in a German prison camp at Colditz during World War II starred David McCallum (The Man From UNCLE) and Robert Wagner (To Catch A Thief). On a trip to England, I talked with a BBC press officer about the series. At the time the series was in its first run on the BBC, and bad met with only mild success. However, on a second showing on BBC II, it suddenly became very popular. The director of the BBC's operations in New York visited NBC a year ago and at the time I asked him what had happened to "Colditz." "That series is owned by Universal Pictures and it is up to them to sell it for U.S.

distribution." Several checks with Universal drew a blank. Up to a few weeks ago nobody in the U.S. had shown too much interest in the series. IT ISNT OFTEN that a television personality gets the opportunity to report a major news break about himself. Last night McLean Stevenson, long one of the stars of "M.A.S.H.", officially announced he thought that he would have his own variety series on NBC.

This really wasn't all that much news. NBC announced it to the press several months ago. However, Stevenson, tux and all, decided that he'd make the announcement himself. Speaking of changes, the news that Flip Wilson will do four specials for CBS next fall came as something of a surprise, but on thinking over his last season on NBC maybe it shouldn't have been. At any rate, CBS considers it a coup.

The real coup may be that NBC was able to drop him easy like. Let's face it, Flip's specials haven't done that well this year.
