President Eisenhower pledged him full backing. At a brief White House ceremony, with the President and virtually the entire Cabinet looking on, Herter became the nation's 54th full- time foreign policy chief. "God bfess you," Eisenhower said. Shaking Herter's hand, Eisenhower said "you know you have that." His tone amounted to a pledge of support.

In addressing Herter, Eisenhower said that he and Herter were "hoping and praying for Foster's (Dulles) early recovery." Mrs. Dulles attended the brief ceremony. Also present was the former secretary's younger brother, Allen Dulles, who is director of the Central Intelligence Agency. From his hospital bed, Dulles countersigned Herter's official commission as his successor. White House press secretary James C.

Hagerty said Dulles signed the commission Tuesday night. Mrs. Herter, along with their three sons and a daughter, Adele Seronde of Stow, stood by as Herter was sworn in. Vice President Richard M. Nixon, who also witnessed the ceremony, warmly shook Herter's hand afterward as did the Cabinet members.

In Congress, the choice of Herter for the Cabinet post was viewed as a big boost for closer bipartisan co-operation on foreign policy at a critical time. Hospital to Release Penny Rosemarie (Penny) Bjorkland, 18, confessed killer of a Daly City landscape gardener, was expected to be released from San Mateo Community hospital today. The blonde, pony-tailed slayer was brought here from county jail in Redwood City, Tuesday, after she of a stomach ache. Doctors were checking to see if she might be suffering from appendicitis, but tests were negative, hospital authorities said. The teen-ager confessed last week that an "urge to kill someone" prompted her to shoot August Norry, 28, last February 1.

The state senate's educa tion committee voted to refuse to approve any new state college or new branch of the University of California until next year, at the earliest. At the same time it rejected a bill by Sen.

Richard Dolwig of Atherton which would have authorized a state college for this county- The committee action will have no effect upon state colleges already authorized for Alameda, Orange and Stanislaus counties and for the four-county North Bay area or upon UC branches in San Diego, Southeast Los Angeles-Orange or the South Central Coast counties. No Changes However, the committee decided to make no change in the state college and University of California picture at this session of the Legislature. As a result of its policy statement, the committee rejected the bill by Sen. Dohvig which would have authorized a state college for San Mateo county. Also turned down was a bill by Sen.

Nathan F. Coombs R-Napa which would have designated a site near the Napa-Solano County line for the already authorized North Bay college. Since all bills authorizing new colleges must be routed through the committee at some stage of their legislative development, the committee can effectively block any such measures. 'Pigeonhole' One bill, authorizing a state college for San Bernardino County, had earlier won committee approval. The members voted to ask the Senate Finance Committee, where the bill is currently held, to pigeonhole it in line with the newly adopted policy.

The committee's action was based on a report by a joint committee members of the Board of Education, which supervises state colleges, and the University of California Board of Regents. The joint college group said it would prepare by 1960 a "master plan for higher education" in California which would recommend sites for new colleges as well as outlining proposed entrance requirements and proposed new subjects which could be taught. Sees 'Crisis' President Clark Kerr of the University of California told the committee that California "faces the greatest crisis in higher education" in the history of the United States. Kerr predicted that by 1970 the student population in California's state supported colleges would increase from 160,000 to "about a half million." He said the master plan would include a priority list for new college campuses. I A Living Costs Remain Stable WASHINGTON UP) The cost of living, as measured by the government, held unchanged in March.

The labor department announced today its consumer price index stayed at 123.7 per cent of the 1947-49 average, completing the longest period of relative price stability on record. The index has not fluctuated by more than two ponits in the past nine months, the Bureau of Labor Statistics said, and now stands two-tenths of a point below the all- time high of 123.9 per cent touched last July and again in November. In March, falling food costs offset higher priceu for some other items in the family budget. Factory Workers Gain At the same time, the spenda- ble earnings of factory workers reached the highest level in history. Their actual buying power set a record for March.

It stood 7 per cent higher month than a year ago because of rising hourly rates and longer hours worked, on the one hand, and stability, meantime, of the cost of living. The salary increases range from 5.7 to 17.1 per cent.

William Goggin, commis sion secretary, estimated the pay boosts will add $500,000 to the county salary budget, which is currently $9,500,000. The commission's recommendations, reached yesterday, will be forwarded to the board of supervisors for its consideration next Tuesday. Under the county charter, the supervisors must accept the recommendations-- unless they make an independent salary survey. No such study has been undertaken by the board. The pay raises will be effective July 1.

Dr. Chope, who now makes $1770 per month, was granted a two-step increase to $1980 per month. The commission's action will make him the highest paid em- ploye of the county, unless the board of supervisors grants a salary boost to county manager E. R. Stallings, who is an unclassified employe.

Stallings now makes $1872 monthly. Observers presume that the board will grant Stallings a two-step increase to peg his salary above that of Dr. Chope, who is under the county manager in the county table of organization. Salaries of other classified department heads will be raised as' follows: Agricultural Commissioner Max J. Leonard, from $857 to $906, monthly.

Building Inspector A. W. Russell, $958 to S1913. Director of building construction and maintenance, Henry Tarratt, $1267 to $1339. Fire Warden Ernest Werder, $811 to $857.

Smashup Blacks Out Wide Area WOODSIDE Electrical service to more than 3,000 homes and business in a wide area of Southern San Mateo county, was interrupted this morning when a car toppled a utility pole carrying two main power lines. Most service was restored by the Pacific Gas Electric company after an hour, but some homes did not get full power until this afternoon. The driver, who was severely injured, told sheriff's deputies that he was forced off the road by two cars which were racing on Woodside road past the Menlo Country club. The victim, John R. Auger, 26, 30 Stonegate drive, Portola Valley, was admitted to Sequoia hospital with multiple cuts.

Attendants said he suffered shock and is in fair conidtion. Deputy Sheriffs John Cassell and Don Owen said the accident happened at 12:35 a.m. at Woodside road and Northgate avenue. Auger said that after his car was forced off the road it struck gravel on the shoulder and went out of control. PENINSULA FORECAST Variable.high cloudiness tonight and tomorrow.

Auger broke a window to get out of the completely demolished car, which came to rest on its left side.

Two tow trucks cradling the wreckage between them, were recuired to haul the auto away. Duncan Reynard, manager of the PGE office in Redwood the pole carried 12,000 volt transmission lines. When these snapped as the pole fell, electricity went off in about half of Portola Valley, all of Woodside, the Farm Hill subdivision of Redwood City, and in all Sky- londa and La Honda. Reynard said power was restored in some areas by 1:40 a.m., in Woodside at 2:03 a.m. Electricity was still off at 20 homes at Northgate, but was expected to be restored at midday.

County Gas Tax Bill Introduced SACRAMENTO (AP) Legislation to let counties levy a one- cent-a-gallon gasoline tax was introduced in the Assembly today. The State imposes a 6-cent tax. Assemblyman Bert DeLotto (D- Fresno), the author, said the state would collect the tax and return the money to the cities and counties less collection costs. He said a number of counties have asked the Legislature to raise the'taxes, but that the counties don't want to raise the tax themselves. (AP Wirephoto) Wife Sheds Brando; Gets Half Million SANTA MONICA, Calif.

(UPD-- Actress Anna Kashfi was granted a divorce today from Marlon Brando and was awarded an immediate cash settlement of $60,000 in addition to a half-million dollar property settlement. The decree filed by the actor's wife was not contested and Brando agreed to pay $1,000 a month for support of their son, Christian Devi, born last May, until he becomes of age. The half-million dollars will be paid over a 10- year period. The actor agreed also to pay medical and dental expenses of $500 a year. Custody Rights The 35-year-old actor was granted the right to have the boy in his custody for a month each year after he reaches the age of 5.

Superior Judge Mervyn Algeler granted the divorce -on grounds of cruelly after Miss Kashfi, 24, testified that her husband insisted on "living life he lived" before their marriege on Oct. 11, 1957. Miss Kashfi testified that Brando was accustomed to "taking off" from their home at almost any hour of the day or night. "It was a very lonely place," she added. At the time of the wedding there was a furore over Miss Kashfi's birthplace.

She said she was born in India but a couple in Wales claimed she was their daughter. She said she invited friends to their bouse in the hope of having some social life but her husband refused to take part in the gatherings. She said "violent quarrels" erupted over her desire to have some kind of a social life. Her corroborating' witness was Mrs. Katherine L'Amour, described as a close friend.

Mosk Respects Promise Not To Prosecute (From AP and UPI) SAN QUENTIN Attorney General Stanley Mosk said today he would not overrule he Marin county district attorney's promise not to prosecute two escaped convicts who held a man and a woman hostage at knife- point for six hours Tuesday. The Prison Disciplinary Committee today imposed 29 days of solitary on each man, the penalty for escape, then commuted the order, ruling that Billy Joe Wright be transferred to the adjustment section of Folsom State Prison, and that William Werner be sent to the California Medical Facility at Vacaville psychiatric treatment. The convicts' cases were referred to the Marin County district attorney, but Associate Warden W. D. Achuff said this was merely a technicality in view of the district attorney's previous statement in which he said he would not prosecute the men further.

Pair Freed District Attorney William 0. Weissich made the promise Tuesday in a successful bid to win the freedom of the couple. "Extorted commitments need not be honored," Mosk said. "However, the district attorney acted according to his best judgment under the circumstances and we have no reason to disagree with him." Mosk said the law did not compel him to seek prosecutions. But he pointed" out that the Marin County Grand Jury also has the power to prosecute the men in spite of Weissich's promise.

Meanwhile, after spending a night in solitary confinement, the San Quentin convicts faced a prison disciplinary board today.
