Malik Return To UN Council Due Tomorrow LAKE SUCCESS, N. a 11. --HP)--The Russian walkout from the United National security council may end quickly because Soviet Delegate Jacob A. Malik probably well return to vote tomorrow on his resolution to throw out Nationalist China, observers said today. Defeat Assured Defeat of the motion appeared inevitable, however, because only five mi-mljcrs of the 11-nation council liavc recognized the new Communist government in China.

There an even chanve, therefore, that Malik would stalk from the council chamber again, as he did yesterday when he was unable to get immediate action on his challenge to the present of Chinese Delegate Tingfu F. Tsiang. Malik repeated the 1945 action of Andrei Gromyko, best-known of HID Russian "no-men" at tbe UN. i lie left within a few minutes after the meeting Marled, declaring he would boycott the security round! meetings "until the representative of the i is removed." India Silent Tsiang, president of the council for January, ruled that Malik's resolution to withdraw recognition o( Tsiang's credentials c-juld not come to an immediate vote. The council to uphold chair with only Yugoslavia supporting Russia, and India abstaining.

Tsiang ordered the council to meet again tomorrow when it will vole on Malik's motion. The walkout precipitated a crisis in the UN. With Russia not participating in its meetings, it would be impossible for the security council to take any substantive action, since a vote on any such issue requires a i a i vote of all five iwrmanent of the council. Not Dangerous But although the situation was i i a few regarded it as disastrous for the UN. Observers re called that GromyXp walked out oJ the security council in 1946, pro testing approval of a United States resolution to put the Iranian situa tion on its agenda.

The council con i to meet in his absence anc 10 days dour Russian was back in his place. in both the council chair was occupied by China. In 1946, Dr. Quo Tai Chi presided. The Russian action was interpreted here as a manifestation of solidarity with Chinese Communist Lcarler Mao Tze-tung, holding extended conferences in Moscow.

Previously it had been believed that Malik would content himself a denunciation of the Nationalists.
