Police oppose plan for night drug courts By Matt O'Connor The Chicago Police Department opposes the opening of five evening narcotics courtrooms in Cook County because of fears the numbers of officers needed to testify will drain manpower at a high-crime time, a high-ranking official said Tuesday. However, Assistant Deputy Police Supt.

Gerald Cooper, speaking at a meeting on the County Jail's overcrowding, said the department intends "to do whatever we can" to assist in the unprecedented nighttime court action. "We are involved in an absolute crisis situation," Judge Thomas Fitzgerald, the presiding Criminal Court judge, told county officials attending the meeting. "If we had another facility to use the we Court officials believe the five evening courts, as well as six new felony courts scheduled to open at 13th Street and Michigan Avenue, will speed up criminal trials and ease the jail's chronic. overcrowding. With county officials due to appear Friday in federal court, the overcrowding continues to hit all-time highs on almost a daily basis.

The jail population has soared to 7,082, forcing 1,029 inmates to sleep Tuesday on mattresses on the floor in violation of the county's own consent agreement, officials said. "The numbers are scary," Michael Mahoney, executive director of the John Howard AssociaMeasure told tion, a prison watchdog group, county officials attending the jail meeting. The overcrowding has WOTsened, even though jail officials have released almost 25,000 inmates so far in 1989 on individual-recognizance bonds, which require no cash be posted. Spencer Leak, executive directhe Department Corrections, blamed the ballooning problem on a sharp increase in admissions to the' jail. For the first eight months of 1989, the number of inmates entering the jail skyrocketed to 47,993, a 28.5 percent increase from 37,337 a year earlier, Leak said.

Soaring drug arrests account for much of the increase, prompting the move to open the five evening narcotics courtrooms Oct. 16 at the Criminal Court Building at 26th Street and California Avenue. Cooper, though, said the Police Department "officially" opposes the evening courtrooms because of their expected impact on manpower and overtime pay. "We are strapped for manpower," particularly at the shift change in late afternoon and early evening when crime peaks, Cooper said. Robert Lee, chief of the felony trial division in the Cook County public defender's office, also.

expressed concern that manning the six new felony courtrooms at 13th and Michigan will be "a real stretch on the staff." would ban all Wrigley street peddlers By James Strong A measure to ban all street peddlers in the Wrigley Field area will be introduced by North Side Ald. Bernard Hansen (44th) at the Chicago City Council meeting Wednesday. Hansen labeled a failure a compromise ordinance adopted July 19 that set strict guidelines for the army of souvenir peddlers capitalizing on the record-breaking crowds at Chicago Cubs games. Hansen said the problem has increased in recent weeks. In a letter to council members, Hansen said he would propose a new ordinance to ban all peddling on public property in the 44th Ward that encompasses the ballpark.

The earlier ordinance required peddlers to keep walking unless a sale and barred them from storing goods on the public way in order to ease pedestrian and traffic problems. "Unfortunately, the ordinance TICKNER Lawrence H. Tickner, age 71, of Woodstock, IL died Saturday. He was active in church, YMCA and Boys Scouts while living in Chicago.
