Choral Programs Percy Urges U.S. Minimums On State Welfare Programs WASHINGTON (AP )-- Sen. Charles 11. Percy has proposed that the Federal Government set minimum standards for state welfare programs. The Illinois Republican told a news conference he will introduce Monday legislation to set a minimum of $40 per month for each dependent child.

Federal Government contribute the first S30 of payments and half of the next $40 under Percy's first bill. A second bill would lift the freeze on federal welfare payments enacted in 1967.
