While Oak is a pioneer in this risky field, analysts were lukewarm about the development because the satellites are not expected lo be available for several years. Meanwhile, they say. cable, which can provide more than 100 channels for about the same cast of the three satellite-lo-home channels, and other competing technologies could crowd the market. To gear up for the satellite-lo-home service. Oak had hoped to have by June, 1983, an interim program with Telesat Canada, a satellite communications operator.

However, that date has been moved ahead to late 1983 or early 1984, Oak's chairman said. Under their arrangement, Oak would lease four channels on Telesat's satellite and beam scrambled programming on two channels to subscribers in 14 Norlh- INFORMATION Cf.NTKR BrownRealtors Biokci KM) WestLike Blvd. Wcstltikc VilUjc. SUrl-l'p Coiti In the meantime, though. Oak will continue to fund slart-up of a new 56-channel decoder box for cable TV to replace the current 35-channel model. Sanjoy Bhaitachary, an analyst with Lehman Bros. Kuhn Loeb estimates that full-year slart-up costs for the decoder could total more than $14 million, further depressing Oak's earnings. (The company estimates those costs at $10 million.

About $4.6 million in such costs helped depress first-quarter pre-tax profit by about 14, a decline iht caught many on Wall Street by surprise, analysts say. (However, first-quarter after-tax profit rose 19 to $7.5 million, or 46 cents a share, because of tax benefits in Taiwan, where some decoder boxes are assembled. Analysts are projecting flat second -quarter earnings, while Carter says he expects profits to be "slightly ahead" of the $6.7 million, or 53 cents a share, in Ihe same period a year earlier. Revenue in ihe 1981 second quarter totaled $126.9 million. For Ihe full year, he expects profits to be more than 10 higher than ihe year-earlier $2.01 a share, an estimate that is roughly in line with analysts' estimates.

With 19.1 million Oak shares. Carter's projection would mean profits of $2.21 a share, or $42.2 million. Last year, Oak earned $30.4 million on fewer shares. Revenue in 1981 totaled $507.1 million. Bhaitachary, Ihe Lehman Bros, analyst, continues to recommend Oak slock as a long-term buy but he believes that near-term prospects for the next 60 days or so are "not positive." l.Utui cit')'to)f(H'fl( hi, The I'Tlliii'lilUll Insurant t- if ur Ann'rn Pn t' sublet ti fiUMt.ii' Sepulveda to MountainGate Dr.

Talaphona for datail. MONEY BROKERS Continued from First Page such as Bank of America and Citibank. In these cases, the size of the certificates is often in the multimillion-dollar range. Also, the brokerages often buy and sell big certificates for their own accounts, whereas money brokers only sell certificates to clients on a commission basis. So lVs-year-old Professional Asset Management and other money brokers sold certificates for Penn Square and others, often for very lucrative commissions.

Professional Asset Management, received a fee of 15 basis points (0.15 for each $1 million in certificates of deposit sold based on a one-year term. For a 90-day certificate, that translates into a commission of $375 for each $1 million. By comparison a certificate salesman for Bache Halsey Stuart Shields a major traditional brokerage, earns $125 for a similar sale, said Jack Ben-Poral, a Bache vice president for institutional sales. Goldsmith said the volume of business he handeled for Penn Square varied widely, but on some days it reached several million dollars. And by many counts it appeared that Penn Square was far from insolvency before federal regulators closed it Monday because of bad loans.

Its independent auditor, Ner York-based Peat Mar-wick Mitchell, gave the bank a clear opinion in its recent financial reports. "I would challenge anyone to examine their latest annual report and come away with anything but high praise for that bank's activities," Goldsmith said. Unfortunately, critics charge, money brokers such as Goldsmith apparently did not scrutinize the bank any closer or examine the potential for cash-flow problems among the oil firms borrowing from Penn Square. Some money brokers, the critics said, operate with staffs often as small as three or four people, and thus cannot conduct the type of industry research and analysis that major brokerage houses can.
