She had filed a "forcible detainer" suit, claiming Griffis had moved in without her consent or knowledge in December, 1979. But Auerbach said that MacLaren, who continued to live in two rooms of the house, never lost possession of the house so he could not restore it to her.

Auerbach said the question of title must be left to the Superior Court. Several of what Auerbach described as a "very strange assortment of personages," who lived in the house testified at that four-day trial that MacLaren knew full well when Griffis moved in, and seemed to get along well with him until he started moving her furniture out of the house. Unsanitary Conditions Griffis said he had believed he was under orders from city health officials to discard all her furniture and papers because they were infested with rats and fleas and that much of it was covered with dog and rat excrement. Despite several notices that the property was uninhabitable because of health conditions and then the 1981 fire, MacLaren repeatedly insisted on remaining in the house with her retinue of dogs and cats. The fire-damaged portion of the house has been repaired.

However, it could mear. that the poor might no longer be treated there if supervisors decided the county could not afford to pay what private entrepreneurs would charge for treating those who must depend on the county for help. Two other committee members have repeatedly said they believe most cost-saving recommendations in a private consultant's report, which recommended the independent authority, could be implemented without taking such a drastic step. Schabarum apparently agrees. He wants a series of recommendations studied, including a proposal to do away with straight salaries for physicians in favor of a plan linking pay to the number of patients treated.

Other recommendations he wants studied include employing a private management firm to run the hospital, changing from a lump-sum to an itemized billing method and improving bill collections. Schabarum's motion makes no mention of an independent authority. Tom Hibbard, the supervisor's deputy for health programs, said he does not expect Schabarum "to give serious consideration to that at this point You have to be very careful about losing control" of the facility. Hibbard added that Schabarum is anxious to consider those recommendations that can be evaluated and implemented in time for the new fiscal year, starting July 1. Representatives of an employees union, worried that alterations to the now-empty hospital building would preclude its ever being used by patients again, asked the committee to take a stand opposing the proposed conversion. Committee members, who have been considering a proposal to save money by turning the hospital over to independent operators, at first wanted to send the supervisors a letter urging them not to convert any part of the facilities to any other use until the hospital's future has been resolved. However, Dr. John Abbey, committee chairman, agreed to wait after a county Administrative Office representative warned the committee to "treat that subject pretty gingerly," because the supervisors are "under tremendous pressure to relieve their jail overcrowding problem." Meanwhile, Supervisor Pete Schabarum. board chairman, apparently tired of waiting for the committee's overdue report, today will ask administrative officials to review ways of saving money without relinquishing county control of the internationally renowned facility.

Three of the five-member committee, which expects tc finish its report to the board next Monday, have indicated they favcr turning over operation of the hospital to an independent "authority."
