NBC Vice Chairman Irwin Segelstein outlined the network's decision in a letter to the institute's president, John E. D. Ball.

Segelstein cited the disappointing level of support by the deaf community as shown through sales of caption decoders and the possibility the captioning system may soon become obsolete. The NBC executive has agreed to meet with Ball later this week but says he's already made it clear that the network is unlikely to reverse its decision to withdraw from the project March 15. "Nothing is irrevocable, but I told him I didn't want to hold out any hope that our mind was going to change," Segelstein said. "The door has shut, although it's not locked yet." "There's no question that this has to threaten the survival of NCI," Ball said in an interview. "We only have three major clients.

We're facing a real challenge." The National Captioning Institute opened in March, 1980, with the help of a federal "seed grant" as a nonprofit organization dedicated to the task of adding closed captions to network TV programs. Closed captioning allows written translations to be embedded on a blank line within a normal TV signal and remain invisible without a special decoder. The decoders are sold by Sears, Roebuck Co. for $289. Closed captioning has been seen as the best answer yet for serving the needs of the deaf and hearing-impaired without irritating other viewers who don't want to watch captions dance across their TV screen.

The institute's major customers include the Public Broadcasting Service, which pioneered the system, along with ABC and NBC. Each of those networks pays NCI $2,200 for every hour of programming captioned, a price designed to allow NCI to become self-sufficient. According to Ball, NBC's commitment currently totals about $520,000 a year, the smallest of the three networks, for captioning such shows as "Little House on the Prairie" and "Diff'rent Strokes." "But there's no question that NBC is key, because there could be a snowballing effect," Ball said. CBS has never joined the project, arguing that closed -captioning will eventually be replaced by a much more flexible electronic information service known as teletext. CBS' absence initially contributed to what NCI spokeswoman Jane Miller has described as "our chick -en-and-egg problem: how do you get the deaf to buy decoders when there's not much programming to watch?" Ball estimates the deaf now have access to about 35 hours of captioned programming a week.

Despite that increase from an initial 14 hours of programming, he concedes that decoder sales have been a serious disappointment. Ball says NCI has become more active in marketing the service itself and that sales in November, December and January equaled "our best three months ever." But in two years' time, only about 50,000 decoders have been sold compared to initial predictions of 100,000 annually. Ball also rejects the idea that teletext will replace closed captioning any time soon. "There is nothing nationally to replace our system," he says. "The development of teletext has made even less progress over the past year than I anticipated.

And teletext promises access to other services, like electronic news retrieval, not access to television."
