The admiral commanded naval forces in Vietnam from 1968 to 1970, then served as chief of naval operations until 1974 when he retired from active duty. His son served in Vietnam from June, 1969, to August, 1970, as a lieutenant commanding a patrol boat "I do not have any guilt feelings because I was convinced then and 1 am convinced now that the use of Agent Orange saved literally hundreds and maybe thousands of lives," the elder Zumwalt said in 1985. In addition to his son, Mr. Zumwalt is survived by his wife, Katherine, and his daughter, Maya, 13.

Zumwalt's son, Elmo Russell Zumwalt IV; suffers from a congenital dysfunction that confuses his prison in Dublin in connection with his participation in the 1916 Easter uprising in which Irish nationalists unsuccessfully attempted to throw off British rule. On the pretext that he planned to become a Trappist monk, he got out of prison in 1923 and went to live in a Dubuque, monastery for two years before coming to Chicago. Survivors include three daughters, Therese Houtsma, Maureen Marquardt and Bette Garrity; a son, Robert 16 grandchildren; and 14 great-grandchildren. Betty Rice Hayes Services for Betty Rice Hayes, 58, a resident of Lombard for 30 years, were held Wednesday in Canton, N.C. She died Aug.

6 in an Ashville, N.C, hospital after an extended illness. Mrs. Hayes retired in 1984 from Illinois Bell Telephone where she was a marketing representative. In 1987, she received the Illinois Bell Telephone Alexander Graham Bell Award for environmental and community service. Survivors include her husband, H.G.

"Holly" Hayes; two daughters, Martha Redding and Barbara Dixon; a grandchild; her mother, Bula Rice Carver; and two sisters. Edward P. Foy Mass for Edward P. Foy, 70, of Beverly, will be said at 11:30 a.m. Tuesday in Christ the King Catholic Church, 9235 Hamilton Ave.

Mr. Foy, who died Thursday in Little Company of Mary Hospital, Evergreen Park, was a supervising engineer for the Chicago Board of Education, District 18, for 36 years. He retired in 1987. He was a past vice president for Engineers Local No. 143.

He was active in many organizations including the St. James Council, Knights of Columbus, the LaSalle General Assembly, the St. Vincent de Paul Society and the Elks. Survivors include his wife, Alice; a daughter, Maura; two brothers; and a sister. Robert McSweeney Mass for Robert McSweeney, 86, a retired machinist and former political prisoner in Ireland, will be said at 10 a.m.

Tuesday in St. Dennis Catholic Church, 8301 S. St. Louis Ave. Mr.

McSweeney, a retired machinist for International Harvester now called Navistar International died Thursday in his Southwest Side home. Mr. McSweeney spent three years in Otto E. Passman; served 30 years in Congress New Yak Times News Service NEW YORK George Woods, for 21 years the children's book editor of the New York Times, died Thursday of lung cancer. He was 62.

Mr. Woods, who was editor of The New York Times Large Type Weekly at his death, joined the newspaper as a copy boy in December, 1951. He rose to news clerk and news assistant, later becoming a copy editor in the Sunday Book Review. He was appointed children's book editor in 1963 and held the post until 1984. He then became editor of the Large Type Weekly.

He was the author of "Catch a Killer," a mystery novel published in 1972 by Harper Row, for which he received the Dorothy Canfield Fisher Award in 1974. Mr. Woods was a regular contributor on children's literature to the Encyclopedia Americana Yearbook. helped Houdini worked as a tour guide. And, in later years, he helped Houdini build some of his illusions.

In the early 1930s, Mr. Faltersack was appointed as a special representative of the International Brotherhood of Magicians, entitling him to make contact with top European magicians. He later became a founding member of Mystic 13, a prestigious group of American magicians. He is survived by his wife, Minnie; two sons; a daughter; a brother, and a sister. until time of service. MONROE, La. (AP) Otto E. Passman, whose 30 years in Congress ended in scandal involving a Korean businessman and allegations of favoritism toward associates, died Saturday at age 88. Garland Shell, a family friend, said death was due to a heart attack.

Rep. Passman, a grade-school dropout who rose from poverty to become a successful businessman, was first elected to Congress from a largely rural district in northeastern Louisiana in 1946, after he served in the Navy. The conservative Democrat was the powerful chairman of the House Appropriations Subcommittee on Operations from 1954 to 1976, the year he was defeated in a bid for a 16th term.
