Thursday Evening, May 24, 1962. Gites High Cost Of Mental Illness "One local 10-year-old child who recently was sent to the state boys school will cost local taxpayers 'as much in his lifetime as it would cost to 'maintain a Mental Health clinic here for 10 years," declared the Rev. Raymond Skellon, Cass county probation officer, at the annual membership meeting of the Cass County Association for Mental Health. Speaking as a member of a panel on local mental heallh problems, the Rev. Mr. Skelton said those who think the question is whether we should spend the money for a clinic are wrong. "THE QUESTION is how we're going to spend our tax money, because we're already spending a lot of it unwisely to keen these people in state institutions when we could keep some of them out with the help of a clinic," he slated. The probation officer cited statistics showing that the average cost per person in the six Indiana correctional institutions is $1,300 per year, while it costs the taic payers $1,800 per year or more to keep a prisoner's -family while ho is in prison. His comments followed those of Don Grain, local attendance officer, who told how the 10-year, old boy's escapades in school had made it necessary to • lake him out. but that the parents'couldn't afford private psychiatric treatment for him. Since there is no mental heallh clinic here, there was nothing else to do with him but send him to the state boys school, he pointed out. Dr. Donald Winter, another panelist, said everyone heeds appreciation, acceptance, or understanding, and when they fail to gel it, they're headed for trouble. Prosecutor Earl Palmer told how frustrated ho felt without a clinic when people kept streaming inlo his office to relate their problems. Officers of the Mental Heallh Association for the coming year were elected. THEY ARE: Donald Grain, president; Dun Freehafer and the Rev. Board members elected for three vcars are: Mrs. Leland Smith, Dr. Earl Bailey, Mrs. Mary Batch, Eugene Darby, Miss Virginia Leslie, Mrs. Lovah Hoy, and Mrs. Phyllis Kingery. Mrs. Virginia While, membership' chairman, said 'a quota of 750 members had been set this year,, and President Grain ex.- olained the survey now being conducted with the help of the Parent-Teachers Association. A movie on Community Mental Health was shown by Eugene Darby. Refreshments were". served by Mrs. Leland Smith and Miss Betty Hyres 'at the close of the meeting. Conrad Bauniann, chairman in charge of the decorations, said the ladies of;Bethel church will serve the noun meal for those participating in the decorations. During the regular meeting of the Legion post Tuesday night, members were also asked to report at the Legion hall at 9:30 a.m. May 30 to participate in the Memorial Day partide.
