State program helping teenage parents cope By William Recktenwald For those teenagers who become before they are eligible to know how to balance a checkbook, Bea Barba and her staff come in mighty handy. Barba and 15 other employees of the Illinois Department of Public Aid operate the Young Parents Program to provide help and guidance to teenaged parents. Since the program began in 1983, about 3,300 young parents have taken part, with about 1,400 currently enrolled. Nearly 400 participants graduated last week. "We try motivate the girls to think a about school and their future," Barba said.

"Because are such young parents, often they have a very low level of self-esteem. We try to overcome that; sometimes we just listen." Barba has worked with the Young Parents Program since its inception and for the Public Aid Department for 18 years- ever since she graduated from college. She says the program is the most rewarding job she has held. "Sometimes I feel like a mother myself, with 130 daughters," Barba said. "These girls have to grow up very fast; we try to give them help and make it fun." The youths enrolled in the program learn about parenting, health, nutrition, budgeting and family planning.

Fewer than 5 percent of those in the program have had a repeat pregnancy, said Sandi Lynn, a public aid spokeswoman. Chiwana Hampton, 18, was one of those graduating last week. Along with her 3-year-old son, Lawrence, she lives with her parents on the South Side. attended an alternative school while I was pregnant," Hampton said. "The Young Parents Program helped me to continue to attend school after my baby was born." Hampton graduated Martin King High last month, and she was her class' salutatorian.

She is working part time at a fast-food restaurant and will attend the University of Illinois-Chicago this fall. The program helps the young mothers find responsible baby-sitters and pays for them as well as providing car fare to and from school or job training classes. "It is very hard to find the right kind of person to take care of your kids," said Thaisa Torres, 19. Torres has a 4-year-old son and a 5-yearold daughter and has been in the program for two years. This week she starts a job as a computer data clerk at a Skokie firm.

She got her job training through the program. Torres plans to marry father of her children, John Reyes, soon. Reyes and Torres have known each other for eight years. "We are going to get married and get off of public aid," Torres said. "We will sit and talk with the girls about what they want to do, their goals.

We, want to get them back into school if we can," Barba said. "If they can't go to a regular school, then we want to see they are in a GED Educational 1 program or into vocational Among last week's graduates, 128 of the parents had completed secondary education, obtaining high school diplomas or GED certificates; 70 completed vocational training; and 186 entered employment after the program. "One of the reasons that this program is so rewarding is that we can look ahead to a time when these girls will be getting off of public aid," Barba said.
